Este artigo analisa o papel da regulação dos serviços de água e esgoto na realização do princípio constitucional da dignidade humana, revelando se o marco regulatório do saneamento básico criou condições para a melhoria progressiva destes serviços. A pesquisa está voltada para a análise da escassez de água e a crise hídrica que tem afetado grandes centros urbanos no Brasil e no mundo, assim como para as externalidades decorrentes do acesso aos serviços de água e esgoto, na saúde, no meio ambiente e no desenvolvimento humano.
