O presente artigo apresenta uma discussão comparada entre as políticas de Assistência Estudantil em 11 Universidades Públicas, estaduais e federais, a partir da trajetória do Programa Nacional de Assistência Estudantil (PNAES), das intervenções e participação do Fórum Nacional de Pró-Reitores de Assuntos Comunitários e Estudantis (FONAPRACE), na qual, as abordagens das políticas são pautadas no resgate da cidadania e do direito social, e não apenas no caráter assistencialista. No estudo, adotam-se metodologias qualitativas e estudo de caso como mecanismos da interpretação do fenômeno pesquisado. Observa-se que as Universidades pesquisas procuram implantar políticas de Assistência Estudantil em uma visão ampla de atendimento das necessidades dos seus alunos adotando um elenco de tipologias de bolsas como: moradia, alimentação, saúde, lazer, cultura, educação, entre outros, e de forma integrada.
As Instituições Federais de Ensino Superior (IFES) foram demandadas pelo Governo Federal a partir da Lei nº 11.091, de 12 de janeiro de 2005, a criar diretrizes para instituir uma nova sistemática de avaliação de desempenho para seus servidores, estruturando-a como uma das premissas do Plano de Carreiras dos Cargos Técnico-Administrativos em Educação das Universidades Federais. Os objetivos dessa avaliação de desempenho consistiam em promover a melhoria da qualificação dos serviços públicos, subsidiar a política de gestão de pessoas das instituições, principalmente quanto à capacitação, desenvolvimento no cargo e carreira, remuneração e movimentação de pessoas. No entanto, nem todas as IFES se apropriaram dessa ferramenta de maneira adequada e, ao invés de incorporarem o instrumento, associando aos seus sistemas de gestão e aos planos de desenvolvimento institucionais, muitas passaram a utilizá-la de maneira burocrática e corporativista. O presente trabalho pretende investigar os processos de avaliação de desempenho de servidores técnico-administrativos em educação e analisar os impactos dessa regulamentação nas políticas de Recursos Humanos desenvolvidas pelas universidades. Foram investigados os instrumentos avaliativos e nas regulamentações internas de uma amostra de 18 universidades federais e se os métodos de avaliação utilizados estão correlacionados aos sistemas de gestão e aos Planos de Desenvolvimento Institucionais dessas organizações.
Este trabalho tem como objetivo discutir a implantação do Laboratório Aplicado de Administração Municipal (LAAM) no âmbito dos cursos vinculados ao Programa Nacional de Formação em Administração Pública (PNAP), pertencente ao Sistema UAB/Capes, bem como sua fundamentação teórica. Justifica-se tal iniciativa pela necessidade da utilização de práticas didático-pedagógicas com intensiva utilização de tecnologias da informação e comunicação (TIC) na modalidade EaD. Para tanto, este artigo tece uma breve discussão acerca da evolução do ensino a distância no País e da utilização das TIC na gestão pública. Como base teórica, é empregada a Teoria da Aprendizagem Experiencial de Kolb. Por fim, procura-se caracterizar o LAAM e a sua aplicabilidade na condução das ações de EaD. Conclui-se que a implantação do LAAM, valendo-se das bases teóricas kolbianas, poderá apresentar instigante potencial de melhoria da formação dos gestores públicos, uma vez que os diferentes estilos de aprendizagem estarão presentes nas diferentes etapas de funcionamento do LAAM.

O presente artigo objetiva analisar a utilização das Tecnologias e Informação e Comunicação (TICs) no Mestrado Profissional em Gestão e Avaliação da Educação Pública (PPGP/CAEd/UFJF) da área de Educação (CAPES) que possibilitou a formação de Pós-graduação, stricto sensu, de 657 mestrandos, em 5 turmas (2010, 2011, 2012, 2013 e 2014), oriundos de 24 instituições públicas e privadas, de 12 estados brasileiros e dos Governos de Angola e Moçambique. Essa formação se deu a partir de metodologias pedagógicas inovadoras, como, da oferta de disciplinas online/presenciais e a elaboração de estudos de casos para realização dos trabalhos de conclusão de curso, com suporte de tecnologias online. Proposta inovadora que busca uma práxis de convivência entre o mundo acadêmico e profissional e uma formação qualificada e reflexiva, que transforma “tão longe em tão perto”.
O trabalho propõe a análise e discussão sobre a utilização de Recursos Educacionais Abertos (REA) no Mestrado Profissional em Gestão e Avaliação da Educação Pública, como demonstração da viabilidade da interação de variadas mídias e recursos online no processo educacional, por meio dos quais alunos do Programa realizaram suas atividades e promoveram interações, tendo como referência sobre a aplicabilidade dos REA, a partir de estudos de Okada, Amiel, Nobre, Mallmann e Mendes. Este estudo exploratório reflete sobre como utilizar os REA (mapas do Litemap) como práticas pedagógicas ditas inovadoras, em contexto de cursos superiores. A metodologia tem como base o conceito de pesquisa e inovação responsáveis (RRI) com as seguintes etapas: uso de REA, adaptação da prática pedagógica e transformação do ensino aprendizagem do projeto Europeu ENGAGE que promoveu a plataforma LiteMap para formação de educadores para RRI. São apresentadas duas experiências de atividades no Mestrado Profissional, com a utilização de REA, seu desenvolvimento e análise, sendo a primeira na Disciplina de Administração e Financiamento da Educação Pública e a segunda nas atividades de Qualificação dos mestrandos, em 2017 e 2018. Ambas as experiências, desenvolvidas de modo experimental, foram exitosas e se demonstraram oportunas para sua disseminação em todo o Programa de Pós-Graduação. Os resultados desse estudo sugerem que REA com LiteMap podem ser utilizados, adaptados e transformados num processo pedagógico que reúne conteúdos e métodos, como conhecimento construído nos mapas.
