Em dezembro de 1989, durante a quadragésima quarta sessão da Assembléia Geral das Nações Unidas, os anos noventa foram decretados a International Decade for Natural Disaster Reduction -IDNDR. A iniciativa visava reduzir os danos sociais e materiais provocados por "calamidades naturais", priorizando as atividades pré-impacto: planejamento, prevenção e previsão. Estes esforços refletiam dois processos que se encontravam interligados. Por um lado, a crescente vulnerabilidade dos países em desenvolvimento em termos de perdas de vidas, prejuízos materiais e os seus efeitos cumulativos indiretos sobre desenvolvimento das regiões afetadas.Prejuízos estimados em cerca de 50 bilhões de dólares anuais, dois terços de perdas diretas e um terço em custo de prevenção e mitigação (TOBIN & MONTZ, 1997: 1). Por outro lado, refletia também o progresso adquirido no conhecimento cientí-fico e tecnológico desenvolvido para a confrontação do problema, como exprime a criação do Office of the United Nations Disaster Relief -UNDRO (UNDROnews, 1990: 10-21).O aumento da freqüência e intensidade das "calamidades naturais" coloca no centro do debate das ciências sociais as relações sociedade/natureza e a questão da sustentabilidade do desenvolvimento. Como todos os problemas ambientais, também as "calamidades naturais" se estabelecem nos pontos de interseção entre so- ciedade/natureza. O aumento da intensidade dos impactos provocados por "calamidades naturais" constitui apenas o ponto mais evidente de uma longa cadeia de interações recíprocas estabelecidas entre sociedade-natureza: as atividades sócio-econômicas transformam o ambiente natural o qual, alterado, acaba constrangendo o próprio desenvolvimento sócio-econômico (ALTVATER, 1995: 26). Na sociedade contemporânea entretanto, as "calamidades naturais" não deixam de ser paradoxais: ao mesmo tempo que produzem destruição, permitem repensar as relações estabelecidas entre sociedade-natureza (CARRASCO: 1992: 11). Mas, curiosamente, apesar da tendência de agravamento dos impactos provocados pelas secas na região nordeste, inundações e deslizamentos no sul e sudeste, queimadas na região norte, entre outros impactos recorrentes (ZUQUETTE et al., 1995: 16), as "calamidades naturais" permanecem sendo um objeto de estudo pouco explorado no conjunto de pesquisas sobre meio ambiente no Brasil. Conseqüentemente, o acesso a informações atualizadas e teoricamente consistentes sobre aspectos como, por exemplo, as formas de organização social durante os impactos, as percepções do risco das populações atingidas, a capacidade de auto-organização e o aprendizado dos atores sociais, a adequação das políti-cas públicas implementadas, os conflitos de interesses em períodos de crise, os efeitos sobre a dinâmica de desenvolvimento sócio-econômico, enfim, todo um conjunto de informações indispensáveis para formulação e implementação de medidas de confrontação, não se encontram à disposição dos planejadores e tomadores de decisão. Esta situação contrasta com o cenário internacional onde as "calamidades naturai...
O texto trata do processamento da morte na sociedade moderna; objetiva problematizar as estratégias psicossociais empregadas na sociedade moderna para conviver com a morte. Argumenta-se que a forma como a morte é processada socialmente na sociedade moderna é uma conseqüência de como nos relacionamos com a vida. Partindo do exame das contribuições de Philippe Ariès e Norbert Elias e nos conceitos de individualização formulado por Ulrich Beck e segregação da experiência proposto por Anthony Giddens, procuramos demonstrar que quanto menos problemática se torna a morte socialmente, mais angustiante se torna seu processamento para o indivíduo. Para desenvolver este argumento e mostrar como é segregada a experiência de morte, aplicamos a noção de ator-rede que permite a interpretação da justaposição de atores heterogêneos no processamento da morte.
A problemática sociotécnica dos desastres naturaisOs desastres naturais constituem um tema de estudo muito controverso. Após quase um século de pesquisa sistemática sobre o tema, na sociologia não existe ainda consenso sobre o que é um desastre e sua definição encontra-se em negociação (Quarantelli, 1998; Quarantelli e Perry, 2005). Essa disputa reflete tanto a diversidade de disciplinas mobilizadas no debate, por exemplo, a sociologia, a geografia, a antropologia, a epidemiologia, a psicologia e as disciplinas técnicas, meteorologia, sismologia, engenharias etc. (Alexander, 2000), como também as ambivalências dentro de uma mesma disciplina, como é o caso da sociologia (Tierney, 2007). Além disso, essas disputas refletem as estratégias de gestão e resposta (Revet, 2009). Nesse sentido, a temática dos desastres constitui um espaço de tensão porque abriga interesses muito heterogêneos. A definição dos desastres constitui, portanto, um desafio ao mesmo tempo cognitivo e político.Esses impasses conceituais parecem refletir o contexto sociocognitivo de desenvolvimento institucional da pesquisa dos desastres. A preocupação com os desastres possui uma longa história (Bryant, 1991;Schenk, 2007; Kozák e Cermák, 2010) e atenção da mídia (Pantti et al., 2012) e estes são onipresentes na vida cotidiana das pessoas (Crowe, 2012). As primeiras contribuições remontam ao início do século (Prince, 1920;Carr, 1932), mas é somente após a Segunda Guerra Mundial que se estabelece um processo de produção sistemática de informações (Quarantelli, 1978).
<p>O texto aborda o tema do desenvolvimento regional. Mais precisamente, os pressupostos epistemológicos, teóricos e metodológicos relacionados à produção do conhecimento com o desenvolvimento regional. Argumentamos que a produção do conhecimento com o desenvolvimento regional é reflexivo, contextual e relacional. Para desenvolver esse argumento, o texto foi dividido em cinco partes: ele inicia com uma breve introdução em que são apresentados os desafios relacionados à produção do conhecimento com o desenvolvimento regional; na segunda parte são apresentadas as bases epistemológicas necessárias para a produção do conhecimento com o desenvolvimento regional, que chamamos de reflexiva; na terceira parte enfocamos os pressupostos teóricos relacionados à causalidade do desenvolvimento regional; na quarta procura-se desenvolver as bases metodológicas da produção do conhecimento com o desenvolvimento regional com base em um modelo relacional; na última parte extraímos algumas consequências do exame epistemológico, teórico e metodológico da produção do conhecimento com o desenvolvimento regional.</p><p>Código JEL | N90; O18; R10.</p>
