Este artigo tem como objetivo analisar os procedimentos utilizados na gestão de custos ambientais em entidades hospitalares do Rio Grande do Sul, por meio de pesquisa aplicada, qualitativa, descritiva e estudo de caso múltiplo. O estudo analisou quatro entidades hospitalares estabelecidas na região noroeste desse estado. Os resultados indicam que esses locais elaboram ações que visam a proteção e preservação do meio ambiente, mas que a demonstração de informações referentes a tais ações ainda não está suficientemente difundida entre elas, não ocorrendo uma gestão especificamente dos custos de suas atividades ambientais, haja vista que muitos custos relacionados às questões ambientais são contabilizados juntamente com os demais custos processados, assim, prejudicando uma melhor identificação de quanto é gasto com determinadas ações ambientais. Portanto, conclui-se que essas entidades não estão preparadas para uma gestão de custos de natureza ambiental.
The objective of this paper is to identify the factors with potential to generate hidden costs in the Brazilian Army (EB) in the activities of one of its internal audit units. Method: This is a descriptive research using a qualitative and quantitative approach applied to a single case study. Data were collected from 76 Brazilian Army units, with 139 respondents. Data analysis includes interviews with auditors, document content analysis and in loco observation, complemented by a questionnaire applied to the auditees. Originality/Relevance: The research is relevant because it identifies from the point of view of internal auditors and audited units possible dysfunctions that generate hidden costs to the public sector. The results highlight the need for changes in EB to accompany public sector reform movements, which seeks efficiency and focus on the performance of organizations. Results: The results reveal that the factors that generated hidden costs are related to the lack of observation of inefficiencies and fraud in the management of the audited units; the negative impact on the institution's image; and the costs resulting from the fraud investigation process that should have been avoided by the existing controls. Theoretical/Methodological contributions: The research contributes empirically by demonstrating the relevance of strategic cost management in the public sector, especially auditing, in identifying points that generate unnecessary costs for the public treasury.

Identifica o custo por tipo de serviço e compara o resultado com o preço cobrado por uma rede credenciada. Trata-se de uma pesquisa qualitativa, de natureza descritiva e desenvolvida por meio do método de estudo de caso único. Na mensuração de custos utilizou-se o método de custeio pleno, aplicando-o em uma unidade de atendimento da operadora. Confirma-se que o sistema proporciona informações gerenciais relevantes que auxiliam no processo de tomada de decisão. A análise comparativa do custo apurado na rede própria com o preço do serviço na rede credenciada permite concluir que a opção pela verticalização apresenta-se mais vantajosa.Palavras-chave: custos; planos de saúde; rede própria; rede credenciada. Identify the cost by type of service, and compare the result with the price charged by the local accredited network. It is a qualitative research, of an explicative nature, developed through a case study method. In order to size the costs, it was used the full cost system, which was applied in one of the operator's service branch. The conclusion is that the cost system gives managerial information, which helps in the decision-making process and comparing the cost calculated in the own network, with the price of the service in the accredited network, it becomes possible to identify whether the operator's choice for vertical integration service presents more advantages for the company than outsourcing.
RESUMO O objetivo deste estudo é analisar a utilização de práticas de gestão econômica e financeira por Consórcios Intermunicipais de Saúde (CIS), estabelecidos no Rio Grande do Sul. Os CIS são estruturas de cooperação regional e intergovernamental formados entre municípios para atuar de forma conjunta na área da saúde pública. As práticas de gestão econômica e financeira são vistas como importantes para apoiar o processo decisório visando ao planejamento, execução, controle e avaliação de desempenho das organizações em geral. Trata-se de um estudo qualiquantitativo, de natureza aplicada e descritiva, no qual as percepções dos gestores dos CIS quanto à utilização destas práticas de gestão foram coletadas por meio de instrumento de pesquisa formatado com escalas do tipo Likert e tratados de forma objetiva, com uso de técnicas de estatística descritiva e exploratória. Assim, os CIS foram classificados e agrupados conforme o grau de utilização das práticas de gestão. Os principais achados indicam que o CIS é uma instância de execução e realização e não, propriamente, de formular estratégias para reduzir custos e ampliar e qualificar a oferta do serviço público de atendimento à saúde. Por esta razão, faz uso reduzido das práticas de gestão econômica e financeira. Além disso, a preocupação precípua da gestão dos CIS é voltada para o cumprimento estrito das obrigações legais e normativas para si e para os municípios associados.
