O trabalho busca avaliar o desempenho de um benefício de cobertura do hiato de pobreza (top-up benefit) – o Benefício de Superação da Extrema Pobreza (BSP) do Programa Bolsa Família (PBF) –, quando comparado a um benefício de valor fixo, na redução da extrema pobreza. Baseando-se nos dados de 2019 da Pesquisa Nacional por Amostra de Domicílios (PNAD) Contínua do Instituto Brasileiro de Geografia e Estatística (IBGE), comparou-se o modelo vigente de benefícios (que tem no BSP sua principal estratégia para redução da extrema pobreza) com um modelo simulado de PBF, no qual há apenas um benefício de valor fixo, pago a todos os extremamente pobres e às crianças pobres do programa, ambos com o mesmo orçamento total. O desempenho do BSP parece ser marginalmente superior ao benefício de valor fixo, mas a diferença não é estatisticamente significante. A extrema pobreza observada (medida pela linha inferior de elegibilidade do PBF, de R$ 89 per capita/mês) foi, em 2019, de 4,1% e seria de 4,3%, caso o programa tivesse um único benefício de valor fixo. Essa vantagem também foi observada para as demais medidas Foster-Greer-Thorbecke (FGT), mas também com resultados não significantes.
