Purpose This paper aims to shed light on current initiatives of urban regeneration around the Shibuya Station area within the context of contemporary Tokyo’s place development strategies. The objectives are twofold: to illustrate the characteristics of the plans and the planning approaches framing the interventions; and to identify the strategies employed to reshape the cityscape. Design/methodology/approach Using a case study approach, this paper combines data from historical and archival research, as well as policy documents and plans. These are supplemented by data from extensive fieldwork undertaken between 2015 and 2019 to critically assess and interpret the implemented policies and the outcomes of the regeneration. Findings The paper provides insight into the ongoing urban regeneration around the Shibuya Station area and identifies five key themes that summarise the strategies employed to transform the urban landscape in the area. Despite the apparent success and some innovations introduced by the redevelopment project, critical issues remain–especially around the privatisation of public space and the lack of a holistic approach to sustainability. Originality/value The paper examines a significant and timely case of urban regeneration. By critically discussing the implications of the redevelopment around Shibuya Station in the context of Tokyo’s current place development strategies, the study highlights the importance of an inclusive notion of sustainable development and contributes to the debate around Japanese urbanism and urban regeneration.
As more countries witness depopulation, the expansion of High-Speed Rail (HSR) to reach shrinking cities in peripheral regions is renewing the debate on the effects of this infrastructure. This is the case in Japan, a country that continues to extend its highly developed HSR network hoping to curb regional decline. This paper investigates whether HSR had a positive effect on the shrinking trajectories of connected medium and small-sized cities in peripheral regions by examining the impact of extending the Shinkansen network on five municipalities in the prefectures of Iwate and Aomori, northern Japan. Although depopulation decelerated in some of the case studies, the findings highlight that HSR did not reverse shrinkage and benefits are mainly found in increased accessibility, albeit unevenly distributed. This suggests that, rather than uniformly uplifting socio-economic outlooks, the Shinkansen contributed to reshaping the trajectories of the connected cities and reproduced core-periphery dynamics at the regional level.
The implementation of the Sustainable Development Goals (SDGs) relies on effective policy integration at all levels of government. However, integration across policy domains remains challenging for local authorities, particularly when it comes to articulating policies that recognise trade-offs and interactions between different SDGs. This study explores how the Voluntary Local Review (VLR) process—a tool to localise the 2030 Agenda—contributes to policy integration by thematically analysing interviews with city officials in 12 frontrunner cities that conducted a VLR between 2019 and 2020. Our results suggest three main ways in which the VLR process affects policy integration: (1) by facilitating cooperation and interdependencies between different policy sectors; (2) by creating new instruments to mainstream SDGs; and (3) by enhancing sustainability competencies. Hence, our study suggests that conducting a VLR has the transformative potential to achieve greater policy integration and further the 2030 Agenda.
The experiences of lesbian, gay, bisexual, and transgender (LGBT +) individuals in Science, Technology, Engineering, and Mathematics (STEM) are still understudied and, despite some improvements, are still characterised by patterns of exclusion, disadvantage, and discrimination. In this article, we explore how visibility is perceived and navigated by LGBT + academics and PhD students in STEM, with a focus on the ways that interlocking systems of oppression impact people and groups who are marginalised and historically excluded. This article draws on a broader research project about the experiences of women and LGBT + people in STEM that was conducted between 2019 and 2020 at a UK university and is framed by intersectionality theory. Based on the thematic analysis of interviews and focus groups with 24 LGBT + participants, findings suggest that visibility is still a risk for LGBT + academics and PhD students in STEM. We found that the labour of navigating visibility was perceived as an unfair disadvantage and that the focus on individuals’ visibility in the absence of meaningful and transformative inclusion initiatives by higher education institutions was regarded as tokenistic. The article argues that addressing LGBT + visibility should firstly be an institutional responsibility and not an individual burden and that this work is essential to set the conditions for personal visibility to happen by choice, safely and without retribution.
