this paper deals with the concept of environmental sustainability in the urban environment. applying the logic of capacity utilization, proposes the use of the housing stock to meet the demand existing housing. this proposal finds legal and legislative impediments, which aim, more or less concealed, the protection of private property. the application of the principle of the social function of property passes by reinsertion of the existing buildings in the lower income social market. this implies the participation of the government, as agent enabler, maintainer and controller, and also the full and effective participation of the beneficiary population within democratic processes and self-managed redevelopment. in this sense, the paper discusses the case of the "santa tereza buildings" , in which we find fraudulent abandonment of buildings by construction and occupancy by low-income families in need.
The towers of Santa Tereza, located in Belo Horizonte, are an example of how a community aware of its problems and potentials can overcome social barriers imposed on them by society. To achieve this result, it is essential to recognize and study the environment and their local conditions along with the internalization of self-management philosophy and the availability and use of new urban tools as ways to solve their own problems.
For those who understand architecture as the art of the void, the Dandara occupation is a contradiction. Where once was a complete emptiness now has been filled since April 09th, 2009, when a land occupation began in the outskirts of Belo Horizonte. As the occupation began, the people needed to decide how to better appropriate the land, and since then, every decision regarding the community has been made by the people who live in it. And this level of involvement from the inhabitants is what makes this experience so distinguished.
