Resumo Respaldado pelos estudos no campo da sociologia política e em diálogo com as teorias sobre o associativismo e suas relações com a democracia, este artigo visa testar os esforços de tipificação do campo associativo tendo em conta a adoção de repertórios de atuação político-institucional. Mobilizando o conceito de associativismo em articulação com a ideia de ecologia democrática das associações, o artigo busca sistematizar os resultados de uma pesquisa junto ao associativismo de Florianópolis, que decompõe as suas práticas em dois tipos de repertórios ainda pouco explorados, a saber: o de ação voltado para a mobilização do direito, com destaque às ações civis públicas; e o de representação das associações junto aos conselhos gestores de políticas públicas. De maneira geral, nossos dados confirmaram uma importante presença do associativismo no uso desses repertórios, indicando que, embora a grande maioria ocupe assento nos diferentes conselhos da cidade, tem crescido o número de associações que ingressam com ações civis públicas, com destaque às associações de defesa de direitos. Os dados também indicam que tipos diferentes de associações mobilizam repertórios comuns e, embora haja variação no universo associativo mapeado, as organizações do mundo do trabalho (sindicatos e associações profissionais) e as associações de base territorial se destacaram no uso desses dois repertórios.
Na teoria sociológica não há consenso sobre como associar as teorias da ação (como a abordagem clássica de Max Weber) e dos sistemas (como as abordagens de Talcott Parsons e de Niklas Luhmann). Ao reconhecer que há uma distinção entre ambos os níveis (o nível “de cima” do sistema e o nível “de baixo” da ação), algumas teorias intentam, ambiguamente, misturá-los. Algo que leva a modelos inconsistentes. De um lado, há a teoria de Parsons que integra o funcionalismo do sistema à teoria da ação. Parsons vira a estrutura conceitual de Max Weber ao contrário, de modo a subsumir a ação no sistema. De outro, há a teoria de Luhmann que insere os atores no interior dos sistemas autopoiéticos. Os agentes passam a desempenhar relação de ambiente com os sistemas sociais de modo que não são suas ações os elementos que constituem os sistemas, mas sim os eventos comunicativos. Tendo em vista que a teoria da ação e a teoria dos sistemas são duas sociologias com pressupostos analíticos distintos, elas não podem ser associadas em um único modelo.
