Voting technologies frame the voting experience. Different ways of presenting information to voters, registering voter choices and counting ballots may change the voting experience and cause individuals to re-evaluate the legitimacy of the electoral process. Yet few field experiments have evaluated how voting technologies affect the voting experience. This article uses unique data from a recent e-voting field experiment in Salta, Argentina to study these questions. It employs propensity-score matching methods to measure the causal effect of replacing traditional voting technology with e-voting on the voting experience. The study's main finding is that while e-voters perceive the new technology as easier to use and more likely to register votes as intended—and support replacing traditional voting technologies with e-voting—the new technologies also raise some concerns about ballot secrecy.
El presente trabajo analiza el desarrollo de la ciencia política en Argentina. Defiende cuatro tesis. La primera, es que el análisis científico de la política en Argentina resulta de la profesionalización y diferenciación interna de las ciencias sociales, tiene a las universidades como centro institucional y es altamente vulnerable a los cambios de régimen político. La segunda, es que en los últimos años, y apoyada en el crecimiento de los programas universitarios de grado y posgrado, crece la autonomía académica de la disciplina. Su autonomía como campo de ejercicio profesional crece a un ritmo más lento. La tercera, es que las agendas temáticas de los estudios políticos en el país reflejan las prioridades de los tomadores de decisiones, las de la comunidad internacional de investigadores y las trayectorias de formación de quienes practicamos la disciplina. Los principales temas de interés para la opinión pública tienen un papel menos relevante. Finalmente, que la contribución de las politólogas y politólogos al análisis de la política aún lucha por diferenciarse claramente de las intervenciones realizadas desde el derecho, la sociología, la economía y el análisis periodístico para tratar los mismos temas.
1. This paper analyzes the nationalization of collaborative policy efforts among lawmakers in Argentina. In doing so, we distinguish the nationalization of electoral competition and the nationalization of a legislator's policy intent. To measure the nationalization of legislative efforts, we assess the degree to which legislators collaborate with members of their party and members of their district in the drafting of legislative initiatives. We interpret the density of cosponsorship networks as indicative of legislative collaboration among legislators and estimate exponential random graph models (ERGM) to explain the partisan and territorial determinants of collaboration over a 25-year period. A study of 130,000 legislative initiatives proposed to the Argentine Congress from 1984 to 2007 shows district and partisan effects becoming more prominent over time. We also show that district and partisan effects are more pronounced at higher thresholds of cosponsorship collaboration.

The paper studies political incentive structures at the subnational level and the mechanisms whereby they affect national-level politics and policymaking at the national level in Argentina, a highly decentralized middle-income democracy, Argentina. The Argentine political system makes subnational political power structures very influential in national politics. Moreover, most Argentine provinces are local bastions of power dominated by entrenched elites, characterized by scarce political competition, weak division of powers, and clientelistic political linkages. Political dominance in the provinces and political importance at the national level reinforce each other, dragging the Argentine political and policymaking system towards the practices and features of its most politically backward regions.

resuMenEn 2008 las dificultades para resolver problemas macroeconómicos debilitaron las bases de sustentación política del gobierno nacional argentino. Este problema común presenta en este caso rasgos singulares. Tiene lugar tras cuatro años de muy buen desempeño económico y social y luego de un resultado electoral claramente favorable al oficialismo. Con el propósito de incrementar los ingresos públicos, el gobierno nacional propuso aumentar la tasa de retención a las exportaciones agropecuarias. Los productores y sus organizaciones representantes resistieron fuertemente la medida, que finalmente fue derrotada en el Congreso. Tras la derrota legislativa y una caída en la imagen pública, el gobierno recompuso parcialmente su posición, apoyándose en la estructura básica de su coalición legislativa y promoviendo propuestas que pudieran sumar aliados ideológicamente motivados. El impacto de la crisis internacional y el resultado de las elecciones de renovación legislativa de 2009 pondrán a prueba la robustez de la coalición recompuesta.Palabras clave: Equilibrio fiscal, inflación, conflicto social, desnacionalización del sistema de partidos.
