Historiquement, dans le cas de la France 1 et contrairement à ce qui se passe dans d'autres pays, l'Université n'occupe pas une place centrale dans le dispositif des formations du social. Comme le dit Maria VASCONCELLOS (2006) « dans ce secteur d'activité les dispositifs de formation sont jalousement encadrés par la profession elle-même, tentant ainsi de s'éloigner de toute idée de cursus universitaire ». Mais progressivement cette situation est en train de changer, et dans ce sens cela pourrait constituer une nouvelle donne. C'est du moins l'hypothèse que je souhaiterais examiner : de manière croissante les universités contribuent à la professionnalisation des intervenants sociaux. D'une autre manière on peut dire qu'une relation hier impensable est aujourd'hui en train de se développer, ce qui amène de nouveaux enjeux dans le champ de la formation des intervenants sociaux. 1-Cette intervention se centre sur la situation française. Résumé Un travail d’observation d’une dizaine d’années dans un pays des Ardennes sert de base à l’analyse des interactions entre les transformations institutionnelles, liées au développement de l’intercommunalité et de la démarche de pays, et les dynamiques associatives. Sont mises en évidence les trois types de stratégies qui en résultent : l’adaptation, la substitution et la collaboration.
Les anciens marais de la région ont donné lieu à un mode de jouissance particulier : ils ont été partagés en parts de marais, encore appelées portions ménagères : ce droit est un droit innomé. Datant de la fin du XVIIIe siècle, ce mode de jouissance a traversé les ans pour être encore appliqué à l'heure actuelle. Seule une loi de 1966 a donné la latitude aux communes de supprimer ce régime juridique. Au delà de cet aspect strictement juridique, on s'attache ici à mettre en évidence l'application de la loi à partir de deux exemples communaux : A Ennevelin, commune du Pévèle-Mélantois, on montre comment au début du XIXe siècle la loi a été appliquée et adaptée.
A Annappes, commune de la région lilloise, on montre comment il a pu y avoir un parallèle entre l'émergence d'intérêts privés liés à l'immobilier et le vote de la loi de 1966.
