This paper is a reflection on the new university models that emerged in Brazil from government of Luis Inácio Lula da Silva (2002-2010), continued from the former government of Dilma Roussef. In our view, they represent a “transgression” in relation to the classic models of the university and a national response against the hegemonic lines of power (conceptual and political) of a wider process of reconfiguration of higher education in the contemporary world. We take as case studies for this debate the federal universities of Fronteira Sul (UFFS), based in Chapecó, Santa Catarina, and Sul da Bahia (UFSB), based in Itabuna, Bahia, because they are institutions that assume commitments with the ecology of knowledge (Santos, 2004; Benincá, 2011) and with the omnilateral cognitive democracy (Romão, 2013), which places the university at the service of historically oppressed populations and promotes the inclusion of other territories, cultures and epistemologies. In their founding documents both institutions claim the condition of radically democratic and strongly inclusive universities, as well as proposing a focus on regional integration. We defend the claim that such models are close to a popular perspective of higher education, from the point of view of its institutional and curricular matrices or their inclusion policies. This text is guided by the analysis of data collected with research professors of the project “Monitoring the Popular University in Brazil,” developed by the Program of Graduate Studies in Education, University Nove de Julho (PPGE-Uninove).
We prove the non-equilibrium fluctuations for the one-dimensional symmetric simple exclusion process with a slow bond. This generalizes a result of [4,6], which dealt with the equilibrium fluctuations. The foundation stone of our proof is a precise estimate on the correlations of the system, and that is by itself one of the main novelties of this paper. To obtain these estimates, we first deduce a spatially discrete PDE for the covariance function and we relate it to the local times of a random walk in a non-homogeneous environment via Duhamel's principle. Projection techniques and coupling arguments reduce the analysis to the problem of studying the local times of the classical random walk. We think that the method developed here can be applied to a variety of models, and we provide a discussion on this matter. CONTENTS 2010 Mathematics Subject Classification. 60K35.
During the last decade, there has been an increased interest on cloud computing and especially on the adoption of public cloud services. The process of developing cloud-based public services or migrating existing ones to the Cloud is considered to be of particular interest—as it may require the selection of the most suitable applications as well as their transformation to fit in the new cloud environment. This paper aims at presenting the main findings of a migration process regarding smart city applications to a cloud infrastructure. First, it summarises the methodology along with the main steps followed by the cities of Agueda (Portugal), Thessaloniki (Greece) and Valladolid (Spain) in order to implement this migration process within the framework of the STORM CLOUDS project. Furthermore, it illustrates some crucial results regarding monitoring and validation aspects during the empirical application that was conducted via these pilots. These findings should be received as a helpful experience for future efforts designed by cities or other organisations that are willing to move their applications to the Cloud.
RESUMO: Nos países outrora chamados de terceiro mundo, hoje apelidados “países emergentes” e/ou “países periféricos e semiperiféricos”, surgem experiências inovadoras, de caráter contra-hegemónico, cujos projetos de educação superior se situam em uma perspectiva de equidade e justiça sociais incluindo os grupos sociais historicamente marginalizados e afastados do direito à educação superior. O texto que se apresenta pretende desvelar e reflectir sobre a estrutura institucional que sustenta um novo modelo de educação superior no Brasil, particularmente na Universidade Federal do ABC (UFABC). Os processos de democratização dos países, acompanhados de políticas direcionadas para o investimento em novas instituições de educação superior (IES), permitiram uma diversidade considerável no que diz respeito aos novos públicos estudantis. As universidades, tradicionalmente reservadas às elites, abriram-se a novos estudantes, de diferentes dimensões de gênero, etnia, classe social e gerações. Essa abertura criou desafios e expectativas quanto à democratização da educação superior, à inclusão da diversidade cultural e epistemológica, à promoção da interculturalidade e à descolonização das relações de poder e de conhecimento. Algumas políticas de experimentação institucional merecem referência particular. No Brasil, a acção dos governos pós-neoliberais de Lula e Dilma também se centrou na criação de universidades populares, apresentando perfis diferenciados e respondendo a objetivos específicos de ação política. A primeira delas foi a UFABC, cuja matriz institucional constitui objeto do nosso estudo. Centrar-nos-emos em uma pesquisa documental de caráter qualitativo utilizando a análise de discurso na perspectiva de N. Fairclough com o objetivo de inferir as linhas estruturantes do novo modelo de educação superior com foco específico nos fundamentos conceituais, no modelo pedagógico e nos princípios reguladores da prática pedagógica. Sendo um novo modelo de educação superior que promove a interdisciplinaridade e a inclusão da diversidade social, cultural e epistemológica tendo em vista a promoção da justiça cognitiva, pretendemos saber quais os fundamentos epistemológicos que sustentam a matriz institucional da UFABC e que regulam toda a actividade académica da instituição e suas relações com a sociedade. Uma das conclusões do estudo aponta para algumas contradições entre os discursos e as práticas.
