In an unprecedented response to the rapid decline in wild tiger populations, the Heads of Government of the 13 tiger range countries endorsed the St. Petersburg Declaration in November 2010, pledging to double the wild tiger population. We conducted a landscape analysis of tiger habitat to determine if a recovery of such magnitude is possible. The reserves in 20 priority tiger landscapes can potentially support >10,000 tigers, almost thrice the current estimate. However, most core reserves where tigers breed are small and land-use change in rapidly developing Asia threatens to increase reserve and population isolation. Maintaining population viability and resilience will depend upon a landscape approach to manage tigers as metapopulations. Thus, both site-level protection and landscape-scale interventions to secure habitat corridors are simultaneous imperatives. Co-benefits, such as payment schemes for carbon and other ecosystem services, should be employed as strategies to mainstream landscape conservation in tiger habitat into development processes.
The growing complexity and global nature of wildlife poaching threaten the survival of many species worldwide and are outpacing conservation efforts. Here, we reviewed proximal and distal factors, both social and ecological, driving illegal killing or poaching of large carnivores at sites where it can potentially occur. Through this review, we developed a conceptual social–ecological system framework that ties together many of the factors influencing large carnivore poaching. Unlike most conservation action models, an important attribute of our framework is the integration of multiple factors related to both human motivations and animal vulnerability into feedbacks. We apply our framework to two case studies, tigers in Laos and wolverines in northern Sweden, to demonstrate its utility in disentangling some of the complex features of carnivore poaching that may have hindered effective responses to the current poaching crisis. Our framework offers a common platform to help guide future research on wildlife poaching feedbacks, which has hitherto been lacking, in order to effectively inform policy making and enforcement.
This is the first attempt to analyse the performance of US$ 12.6 million invested by Save The Tiger Fund (STF) in more than 250 tiger conservation grants in 13 tiger-range countries. We devised a simple implementation evaluation method to assess performance on an ordinal scale using archival documents from project grant files. Performance was scored based on whether the grantee managed to achieve what they set out to do as articulated in their project proposal. On average, STF grantee project outputs exceeded their original objectives, but many confounding variables made it difficult to determine the ecological outcomes of grantees' conservation actions. Successful projects were usually collaborative in nature with high community visibility and support, their results were disseminated effectively, and they informed policy, measured outputs, were grounded by strong sound science, supported by government agencies, attracted new donors and delivered results even when political factors created difficult working environments. The poorly performing projects were associated with one or more of the following factors: poor tracking of results, deviation from the proposal, poorly defined goals, lack of capacity, poor evaluation practices, lack of political support, weak transparency, work at inappropriate scales or purchase of high-tech equipment that was never used.
