The aim of the paper is to contextualize and analyze the rural development in Argentina, particularly the capacities of the different existing programmes on rural development to promote the sector transformation within a context of scarce resources and institutional, national, provincial and local weaknesses. In the first part our perspective on the conditions of current rural development feasibility is presented. The second part is a diagnosis on the current characteristics of rural development in a national context and its institutional situation. And finally, the third part analyses the actions of rural development non governmental organizations, which are considered in this paper as one of the pillars of an alternative rural development proposal.
El presente trabajo discute la cuestión territorial de reprimarización de las economías latinoamericanas, en particular las del Cono Sur. Para ello, trabajamos con información secundaria, entrevistas a informantes calificados y resultados de investigación, vinculados esencialmente con la sojización en Argentina. Desde una perspectiva que analiza el territorio, el poder y la construcción de hegemonía se descubren variadas situaciones que afectan la subsistencia de las poblaciones que viven de los recursos que están en disputa (tierra, agua, bosques). A través de este análisis se pone en evidencia que la actual forma de acumulación, extractivista y especulativa compromete el futuro de la sociedad en su conjunto. Y desconocerlo resulta funcional a los intereses de los sectores dominantes.
En Argentina, el tema de las economías regionales se desarrolla originalmente en torno a la cuestión de las desigualdades regionales, que se manifiestan entre la región pampeana (privilegiada en la política, en las finanzas, en las comunicaciones, en la concentración del capital, en el dominio de la tecnología y en el nivel de capacitación e investigación) y el resto del país (con manifestaciones de mayor subdesarrollo y marginalidad social y económica).Hoy día estas desigualdades siguen vigentes, persisten y se han agravado; lo cual no siempre se puede corroborar fehacientemente a partir de las estadísticas disponibles en el ámbito de cada provincia.
ResumenEste trabajo presenta avances de una investigación grupal en la que se analizan políticas públicas que articulan agricultura familiar -AF-y seguridad y soberanía alimentaria -SSA-en Argentina a partir de la década de 2010. Desde esta temática se busca contribuir al conocimiento de la problemática del desarrollo y del territorio, basándonos en experiencias localizadas en las provincias de Buenos Aires y Misiones.El artículo contextualiza y analiza el surgimiento de las políticas de AF y de SSA, así como sus diferenciadas modalidades de gestión e implementación en los casos seleccionados. Todo lo cual se dirige a poner en discusión las siguientes preguntas: ¿Qué rol se le asigna a la AF en la política de desarrollo rural? ¿Qué concepción de "soberanía alimentaria" se encuentra detrás de estas políticas?Palabras clave: políticas públicas, agricultura familiar, seguridad alimentaria, soberanía alimentaria, Argentina.
AbstractAs part of an ongoing research project, this paper discusses public policies that link family farming (FF) and food security and sovereignty (FSS) which have been promoted in Argentina since 2010.The objective of this research is to contribute to knowledge about developmental and territorial issues, based on the study of experiences located in the provinces of Buenos Aires and Misiones.The article contextualizes and analyzes the emergence of FF and FSS policies, as well as the differences in the ways in which they were managed and implemented in the cases selected. All of this raises the following questions: what role is assigned to FF in rural development policy? What conception of "food sovereignty" lies behind these policies?
Th e strategies of development in rural territories in the provinces of Jujuy, Misiones and Salta in Argentina provide the objects of study in this analysis. Th ese three cases reveal that there has been a process of consolidation of grassroots organization since 1990, which seems to have strengthened the historically marginalized sectors of the population. New kinds of relationships between the state and civil society have also appeared, leading to rural development institutions which are actively involved with poor rural families. For the analysis of these processes the following premises are generated: a) territory expresses social and spatial relations of power; b) rural development must imply greater autonomy for the benefi ciary population in the processes of public and private decision-making and management. Only in this way it is possible for development to lead to a new territoriality (a change in spatially bounded power relations). Th e article is organized by initially presenting the objectives and the cases, followed by a presentation of the theoretical framework relating to development, territory and power, a characterization of the analyzed experiences, and fi nally some comparative refl ections.
