При формировании портфеля заказов на основании планов развития муниципальных образований на региональном уровне необходимо создавать инвестиционный фонд на 2-3 года с распределением потоков из разных источников с учетом отраслевой принадлежности проектов. В связи с разнообразием условий и уровнем развития социальной структуры возникают слабопрогнозируемые факторы, снижающие экономическую надежность плановых решений по объемам инвестирования. Цели. Исследование путей совершенствования планирования объемов инвестиций по проектам на региональном уровне; современного состояния оценки экономической надежности и факторного влияния на рациональное использование бюджетных средств за счет создания корпоративных инвестиционных структур. Методология. Использованы методы анализа и синтеза материалов бизнес-проектов, статистический и причинно-следственный анализ материала. Результаты. Изучены факторы надежности планирования регионального развития. Разработаны организационная структура инвестиционной корпорации и укрупненная структурно-функциональная модель оценки экономической составляющей надежности плановых решений с учетом дестабилизирующих факторов, предложены варианты их совершенствования; разработана модель степени влияния рисков на прибыль. Выводы. Основные дестабилизирующие факторы, приводящие к снижению надежности плановых решений, можно разделить на три составляющие: социальные, организационно-технологические и экономические. Из каждой группы следует выделять наиболее значимые и включать их в модель, позволяющую предложить компенсирующие резервы средств на их учет при региональном планировании.
An integrated approach to the analysis of the potential of the phases and participants of the reproduction process at the stage of forming the product policy of a machine-building enterprise and its development in critical directions is proposed. This allows, from a unified standpoint on the mismatch between the target and the achieved level of potential, to identify critical participants in the reproduction cycle, whose internal capabilities are insufficient to optimize the economic result from the product program and to identify the contribution of each participant based on the analysis of the hierarchy of cause-and-effect relationships of the variables of the utility function with the elements of their potential, as well as assess and select local development strategies for critical participants. The materials of the article can be useful to specialists dealing with the problems of developing a product policy and developing enterprises.

Importance The article defines the factors of efficiency growth of the industrial equipment use. It also considers the influence of technical innovations and enterprises functioning features on the performance level of work means. In Russia, the problem of efficiency increase of the industrial equipment use is urgent. It happens because managing subjects competitiveness depends on the achieved performance level of facilities. Objectives The paper aims to determine the basic reserves and factors of efficiency growth of industrial equipment use. Methods The research involves the theory of systems and economic growth as well as general analysis and synthesis scientific methods. Results The article establishes that the external growth reserves get formed as the result of technical innovations occurrence. The work states that internal growth reserves depend on the condition and level of loading of the enterprise equipment. Conclusions and Relevance The paper shows the interrelation between reserves and factors of the industrial equipment usage. The reserves distribution reveals the construction of a control system by productivity of the enterprise means of work. Steady efficiency growth of the tool use increases the production volume and the competitiveness level.
Subject. The article considers the concept, classification and mechanisms of implementing the models of performance growth as tools to maintain the sustainability of enterprises in a volatile economic environment.
Objectives. The study aims to develop recommendations for replacing the growth models focused on a certain way of generating results, due to a decrease in their marginal utility, which violates the stability of the enterprise.
Methods. The proposed method rests on a comparison of values of marginal utility and incremental costs necessary for implementing the special-purpose growth models, which parameters are oriented toward the management of certain sources of net cash flow growth; hierarchical schemes, determining the causal relationships of the analyzed growth models, the factors of net cash flows and the contribution to the growth; the projected level of enterprise potential development and the volume of investment required for a new growth model.
Results. We developed a methodology for selecting an economically feasible organizational growth model that increases the enterprise sustainability on the planning interval, as applied to the predicted economic conditions of the environment.
Conclusions. Our methodology may serve as an analytical tool to justify strategies for improving the efficiency of enterprises to maintain their stability on the planning interval in a volatile economic environment.
