The article examines the questions of informational and methodological support of the assessment procedures and analysis of the benefits and risks of tourism development at the municipal level. The information, obtained by expert, is described. It includes monuments; farms and estates; religious sites – churches, temples, cathedrals and monasteries; memorial sites and places of military glory; objects of natural reserve Fund (NRF); beach areas and places of recreation; hunting and fishing sites; museums, museums-reserves, exhibition halls; industrial, agricultural enterprises and organisations that have already become the objects to show or have the potential to become; folk arts and crafts. Assessment objectives of tourism infrastructure in the settlements are associated with the analysis of the state of accommodation facilities, catering, entertainment and Park recreation areas. The method for the quantitative evaluation of the attractiveness of tourism resources and the quality of the tourist infrastructure of municipalities on the basis of expert procedures is described. The technique is approved on the settlements of the Klin district. Quantitative indicators of comprehensive assessment of the attractiveness of tourism resources and the quality of tourist infrastructure are introduced and experimentally approved, as well as indicators of settlements on these characteristics are generalized. The results of the ranking of settlements in the district are described on summary measures. There are proved two possible strategies for development of tourism in the region: extensive, according to which resources are directed towards the development of tourism in accordance with the obtained grades that will allow to achieve a relatively quick economic effect with respect to the settlements with higher grade, however, will slow the development of tourism in settlements with low grades; system – in accordance with existing territorial differences in the distribution of tourist resources and tourist infrastructure zoning district is realized to strengthen the weak areas at the expense of well-developed tourist areas.
The article examines the problems of modeling development of caravanning in the region. The objective of the problem is the disclosure of key inconsistencies between the use of program-target method of management and the actual development of caravanning. The authors based on the consideration of the essence of the process of modeling propose the modeling approach for the development of caravanning in the region and auto-tourism clusters formed within. This approach is based on the use of economic modeling techniques through the formation of a set of criteria and indicators characterizing the resulting indicators and the processes of interaction of elements of trailering. They propose the system of modeled parameters of regional trailering to be formed on the basis of a strategic tool becoming more and more popular today — a balanced scorecard (BSC). The authors proposed a corresponding matrix containing three blocks of parameters ofBSC and groups corresponding to each cell of the matrix of indicators, criteria and parameters. The paper notes that this matrix can be adapted to the modeling of auto-tourism cluster. In addition, the article considers the problem of the need for government intervention and feasibility of it in the development of caravanning clusters and cluster policy effectiveness. Article Submissions are based on scientific-theoretical and practical studies of trailering and related problems of modeling these processes. Problems of quality programming trailering study are based on failure models and the limited options that you can lay in each specific model. This situation necessitates the development of several models describing the same object from different angles. Since the processes of programming and simulation are closely linked, the problem, set in the article, is particularly relevant.

There was proposed a method for evaluating the complex risk of tourism industry in the settlements of the municipality on the basis of expert procedures. Expert data on four aspects of the existence of risks and strategic benefits in the settlements was described on the example of one of the districts of the Moscow region: the first aspect is motivational characteristics of the local population and local leaders; human resources and opportunities for training of tourism personnel, infrastructure indicators of the tourism industry, regulatory support for the management of the tourist industry; the second one is environmental factors that affect tourism and recreational activities, and opportunities of the health care system for servicing tourists; the third aspect is municipal factors associated with the development of roads and transport, territorial disparities in the level and quality of life of the population, the costs of tourism infrastructure; and the fourth one is the possibility of development of settlements in connection with the development of their tourism potential, interregional ties and geographical position. Quantitative indicators for the complex potential benefits and risks of comprehensive development of tourism were introduced, grounded and experimentally tested on the example of settlements in the studied area. The analysis of the qualitative opinions of experts about the benefits and risks in the settlements of the district was made as an additional argument of summary quantitative findings. This allowed a more detailed dive into the problems of specific territories and their specialties of the development in tourism activities.
Information about educational market functioning is well indicated in educational literature and periodicals. As in any market, there are sellers (those who offer educational services) and consumers (service-users) in educational market. The question about the consumers of educational services is controversial, the understanding of this term is ambiguous. After studying various approaches to the consumers of educational services, we singled out the main groups of secondary vocational education (SVE) customers, then we expanded them and described their correlation with the educational organization and the benefits (i.e. the results of the correlation which satisfied the wants) of each party as applied to small town. The introduced groups underlie the Structure of interaction of educational services consumers (hereinafter the Structure). In the Structure the directions (channels) of formal and informal communications are designated with arrows, the relations with customers are being managed through these channels. This structure of interaction between the SVE educational organization and consumers we define as the scheme of directions (channels) of marketing communications between consumers and the SVE educational organization. Building up the relations with the consumers, the educational organization has a right to choose the way to manage these relations independently. Basing on the Structure, we developed the levels of integration of marketing communications and offered the definitions of marketing communications and integrated marketing communications of the educational organization. Therefore, we concluded that the effective management of relations with consumers consists in the increase of benefits of the consumers and the SVE educational organization itself and can be achieved through the integration of marketing communications taking the means of the organization into account.
