The paper discusses the relationship between the People's Republic of China and Angola in the 21st century in the broader context of Chinese economic activity in Africa. I discuss the effectiveness of the “Angola Model” of this relationship as a gateway for cooperation with Africa. The main research question is whether the “Angola Model” is an effective way to increase China's involvement in Africa and whether it has been applied to other countries on the continent? I hypothesise that the implementation of this model allows China to intensify economic cooperation with African countries because this model brings mutual benefits to partners. China gains access to energy resources, new markets and investment opportunities, while African states obtain loans, revenues from the sale of raw materials and assistance in infrastructure development. To some extent, the Angola Model also allows China to spread political influence, but the example of Angola shows that it has several limitations. China has implemented elements of economic cooperation characteristic of the Angola Model in many African countries.
<p>Celem artykułu jest przedstawienie i analiza problematyki rywalizacji Chińskiej Republiki Ludowej ze Stanami Zjednoczonymi Ameryki w wymiarze polityczno-militarnym w XX i XXI wieku. W tekście skupiono się na głównych obszarach tej rywalizacji. W okresie zimnej wojny relacje ChRL i USA ewoluowały od wrogości do taktycznego zbliżenia, skierowanego przeciwko wspólnemu zagrożeniu w postaci ZSRR . Po jej zakończeniu Chiny kontestują amerykańskie przywództwo hegemoniczne, które jest główną barierą dla rozszerzania przez nie wpływów. Dotychczas państwa te konkurowały głównie w A zji Wschodniej i A zji Południowo-Wschodniej, jednak wraz z rozwojem mocarstwowości Chin obszar ten rozszerza się na pozostałe regiony Azji i inne kontynenty. Główna teza artykułu zakłada, że obecnie w interesie Chin leży ukształtowanie wielobiegunowego układu międzynarodowego. W około 50-letniej perspektywie zdystansują one jednak USA i innych konkurentów, osiągając dominującą pozycję na świecie. Podstawowym paradygmatem przyjętym podczas badań jest realizm strukturalny ofensywny.</p>
Celem artykułu jest analiza głównych przyczyn akceptacji przemocy niepaństwowych ugrupowań zbrojnych we współczesnym Afganistanie. Problem badawczy ujęty został w pytaniu, jakie są główne przyczyny akceptacji przez część społeczeństwa afgańskiego prowadzenia działań zbrojnych przez podmioty niepaństwowe? Chodzi głównie o radykalne grupy islamistyczne, watażków i ich nielegalne milicje, ale także o organizacje terrorystyczne i przestępcze. Wśród głównych przyczyn autor wskazuje ingerencję mocarstw, okupację i działania wojsk koalicyjnych; konflikt kulturowy i godzenie w wartości kulturowe; korupcję i niekompetencję władz; konflikty wewnętrzne oraz narkobiznes. Mają one charakter zarówno historyczny, polityczny, kulturowy, społeczny i ekonomiczny, a w ich tle znajdują się przesłanki natury psychologicznej. Ponadto są złożone i wzajemnie ze sobą powiązane. Spajają je wspólne elementy, takie jak odmienne postrzeganie tych samych zjawisk przez strony konfliktu, rozbieżny światopogląd i system wartości oraz kolizyjne lub sprzeczne cele i interesy. W ramach postkolonialnego nurtu podejścia do bezpieczeństwa szczególne znaczenie odgrywają historyczne i współczesne stosunki z mocarstwami. Przemoc zbrojna każdego roku pochłania w Afganistanie tysiące ofiar. Przyczyny tej przemocy, natura konfliktu i specyfika walczących stron powodują, że w najbliższym czasie nie należy się spodziewać zmniejszenia poziomu przemocy zbrojnej w Afganistanie. Społeczność międzynarodowa nie może odwrócić się od Afganistanu, ponieważ to doprowadziłoby do jeszcze poważniejszej destabilizacji kraju i w konsekwencji odzyskania władzy przez talibów.
In the 21st century, the USA has been perceived in Poland as the main external guarantor of security. For this reason, Poland's security policy is clearly pro-American, and the Polish authorities strive for the closest possible allied relations with the USA, both in the multilateral and bilateral dimension. These activities are in line with the concept of an offensive bandwagon, the more so that Poland rarely benefits from its strong support for the USA, going beyond traditional allied commitments within the North Atlantic Treaty Organization (NATO). The aim of the article is to present and analyze the activities of the Polish authorities to strengthen the alliance with the USA in the context of their perception by scientists and experts from the USA. Experts and scientists believe that Polish authorities are legitimately striving to tighten the alliance with the USA, given its role in Europe and the world. However, the Polish-American alliance is clearly asymmetric, and Poland should not count on special treatment from the USA. Nevertheless, the war in Ukraine offers a chance to raise Poland's importance in the European policy of the USA.
The United States has been the main promoter of democratic values in the world for decades. After the Cold War, promoting these values in Central and Eastern Europe, including Poland, was their important strategic goal. Poland, striving for the closest possible relations with the US, joined its efforts to promote democracy in Eastern Europe and other parts of the world. While this had tangible effects in the vicinity of Poland, doing so as part of military missions in Afghanistan and Iraq ended in failure. In recent years, Polish-American cooperation to promote democracy has been limited due to democratic backsliding in Poland. The American authorities have criticized the legal changes in Poland that limit the independence of the judiciary and freedom of the media, as well as other actions that violate the principles of liberal democracy and the rule of law. Criticism has a limited impact on stopping the regression of democracy in Poland. Moreover, with the outbreak of the war in Ukraine, the issue of democratic backsliding has been overshadowed by the military aspects of Polish-American cooperation.
