O presente artigo repousa no paradoxo de que, apesar da amplitude dos problemas sociais e da crescente preocupação com as falhas de mercado que geram desigualdades, os estudos sobre inovação social ainda não representam parcela significativa das pesquisas acadêmicas. O conjunto de abordagens, metodologias e práticas ainda não se constitui num corpo consolidado de conhecimentos e não há uma teoria que lhes dê suporte. Assim, busca-se uma tentativa preliminar de aprofundar o entendimento sobre como se processa a gestão de inovações sociais, contribuindo para o estabelecimento de marcos teóricos e referenciais sobre o tema. A premissa fundamental que norteia o artigo é de que a gestão da inovação social se diferencia da gestão tecnológica e sua condução requer modelos distintos dos tradicionais modelos desenvolvidos para a gestão tecnológica. Partindo-se da suposição de que a inovação social possui características próprias-em função de o processo ser conduzido através de uma constante interação entre desenvolvedores e beneficiários-procura-se, ao longo do artigo, apresentar três focos principais no entorno dos quais tendem a se alinhar as pesquisas sobre o tema. O corte proposto se refere aos arranjos ou aos meios de ação e de aglutinação de recursos utilizados por diferentes atores permitindo o entendimento das mudanças geradas pela inovação social através dos três focos distintos: indivíduos, organizações e movimentos.
Este artigo procura analisar as linhas de pensamento predominantes nos estudos de pesquisadores brasileiros de administração estratégica. Para tanto, utilizou-se um referencial teórico que classifica os principais autores da área, desde os clássicos, como Andrews e Chandler, até referências mais recentes, como Hamel e Prahalad, de acordo com duas perspectivas. Dentro da visão determinística, o ambiente é descrito como sendo completamente distinto e separado da organização, existindo claras fronteiras, que delimitam a ambos. Na visão indeterminista, conceptualiza-se a idéia de que a organização e o ambiente não são completamente separados e independentes, mas que pertencem ao mesmo continuum. Os resultados encontrados, a partir de uma análise de artigos apresentados no ENANPAD, apontam a predominância de uma visão determinística do ambiente, em que Porter é um dos autores mais citados. A visão indeterminista do ambiente aparece como uma perspectiva que ainda atrai poucos pesquisadores. A diminuta citação de autores nacionais é outro aspecto relevante da análise feita, refletindo a limitação da pesquisa acadêmica brasileira nesta área de conhecimento.
RESUMOO presente artigo propõe uma análise alternativa para a forma como se estuda o processo de inovação em empresas intensivas em conhecimento. Argumenta que a perspectiva clássica, ao descrever as atividades de P& D como processo fundamentalmente interno de geração de tecnologia e de produtos, é apropriada para o estudo de empresas que se defrontam com ambientes estáveis e que possuem produtos de longos ciclos tecnológicos. Para empresas intensivas em conhecimento, caracterizadas pela vinculação a ambientes turbulentos e voltadas para tecnologias de curto ciclo de vida, no entanto, essa perspectiva pode ser substituída por uma abordagem distinta, que considera o processo de inovação aberto e simultâneo ao processo de adoção. A atenção volta-se para os atores internos e externos e para os mecanismos por eles criados na formação de coalizões para desenvolver novas tecnologias e para criar novos mercados. Adotando uma metodologia interpretativa e construtivista, o artigo se baseia nas percepções dos tomadores de decisão de três empresas, na medida em que cada uma delas passava por três gerações de produtos, com ciclos de vida cada vez menores. O estudo analisa a relação entre as ações estratégicas, as práticas de inovação e o contexto ambiental, descrevendo as principais iniciativas dos tomadores de decisão em atividades de colaboração e de competição, características dos setores intensivos em conhecimento.Palavras-chaves: estratégia; inovação; empresas intensivas em conhecimento. ABSTRACTThe article proposes an alternative approach to the analysis of the links between strategy and innovation in knowledge-based enterprises. Instead of the functional relationships envisaged by classical approaches, the indeterministic approach presented proposes that the environment is a construct, that organization and environment are intertwined, that there are deviation amplifying processes, and that the environment is shared and constructed by actors who influence, modify and create the context. The focus is on the role of decision makers and on the overall process established by them to develop new technologies and to create new markets. The paper reports the development of three generations of technologies in three knowledge-based organizations, as these processes were described by the main decision makers involved. It establishes the relationship among strategic decisions, innovation practices and environmental context and stresses the main characteristics of the initiatives of decision makers concerning the competition and cooperation features of the knowledge-based economy.
