ResumoNeste trabalho são analisados o desempenho e as projeções de simulações climáticas de Modelos Globais do CMIP5, e de Modelos Climáticos Regionais do CORDEX para o Nordeste do Brasil (NEB). Para este estudo, o clima do NEB foi caracterizado com base nas seguintes variáveis: temperatura do ar próximo à superfície (TAS), precipitação (PR), evapotranspiração potencial (ETo), e Índice de Aridez (IA). Na metodologia de verificação dos modelos foram utilizadas métricas estatísticas como erro quadrático médio, viés estatístico, correlação de Pearson e índice de concordância. Em geral, a média do conjunto das simulações (M) produz uma significante representação do clima recente do NEB. As projeções de M para os cenários de emissões futuras de gases de efeito estufa, RCP4.5 e RCP8.5, são de aumento generalizado da temperatura, 2079-2099 (longo prazo) entre 2,1°C (RCP4.5) e 4°C (RCP8.5). As taxas de ETo devem aumentar no decorrer do século XXI, com a média de longo prazo no RCP8.5 15% maior do que os valores de referência do clima recente. A projeção de precipitação é mais inconclusiva devido ao espalhamento entre o conjunto das simulações, com M indicando uma anomalia de precipitação de -1,6% no RCP8.5. O IA projetado é menor na maior parte das simulações, sugerindo uma tendência de aumento de aridez sobre o NEB durante este século. Palavras-chave: Nordeste brasileiro, CMIP5, CORDEX. Climate Change Projections over the Brazilian Northeast of the CMIP5 and CORDEX Models AbstractThis work addresses the performance and projections of climate simulations from CMIP5 global models and CORDEX regional climate models over Northeast Brazil (NEB). For this study, NEB climate was characterized by the following variables: near surface air temperature (TAS), precipitation (PR), potential evapotranspiration (ETo), and aridity index (IA). In verification methodology of the models we utilized statistical metrics such as mean square error, statistical bias, Pearson correlation and concordance index. In general, the ensemble mean of the simulations (M) produces a significant representation of NEB recent climate. The projections of M for scenarios of future emissions of greenhouse gases, RCP4.5 and RCP8.5, show generalized increase in the temperature, with 2079-2099 (long-term) temperature anomalies over NEB ranging between 2.1°C (RCP4.5) and 4°C (RCP8.5). The ETo rates are more likely to increase during the 21st century, with the RCP8.5 long-term mean 15% higher than reference values for recent climate. Projection of precipitation is inconclusive due to significant spread among the individual simulations, with M indicating a anomaly of -1.6% in RCP8.5 long-term mean. Projected IA is reduced in most simulations of future climate, suggesting a greater chance of increased aridity over NEB during this century.
The observed changes in extreme weather events reflect the influence of climate change caused by anthropogenic factors, in addition to natural climate variability. According to future climate projections, the increase in the average surface temperature will cause major changes in the average annual rainfall of almost the entire planet. The primary objective of this study is to evaluate the impact of possible scenarios of climate change on urban drainage system in locations situated at low latitudes. The specific location of the study was one of the Rio Cocó sub-basins in the city of Fortaleza-CE. It was used rainfall data generated by 6 (six) different global circulation models: bcc-CSM1, CanESM2, CCSM4, CESM1-CAM5, inmcm4 and MIROC5. These data were extracted and interpolated to the city of Fortaleza-CE. This information was used in order to generate new IDF equations designed for the future, by using the "Equidistance Quantile Matching Method", based on climate projections RCP 4.5 and RCP 8.5. The new values of rainfall generated by these new IDF curves were used as input data to HEC-HMS program, which is capable of calculating flow and volume disposed in a particular basin. The results showed that large increases in flow rates and volumes disposed in the analyzed drainage system will occur, and that the RCP 8.5 scenario presented even more pronounced values than the ones generated by the scenario RCP 4.5.Keywords: Climate changes; IDF curves; Global circulation models; Urban drainage. RESUMOAs alterações observadas nos eventos climáticos extremos refletem a influência das mudanças climáticas ocasionados for fatores antropogênicos, além da variabilidade natural do clima. Segundo projeções climáticas futuras, o aumento da temperatura média da superfície terrestre, ocasionará fortes mudanças nas precipitações médias anuais de quase todo o planeta. O objetivo primordial desse artigo é avaliar o impacto dos possíveis cenários de mudanças climáticas em sistemas de drenagem urbana localizados em baixas latitudes. O local específico do estudo foi uma das sub-bacias do Rio Cocó, na cidade de Fortaleza-CE. Foram utilizados dados de precipitações oriundos de 6 (seis) modelos de circulação global, são eles: bcc-csm1, CanESM2, CCSM4, CESM1-CAM5, inmcm4 e MIROC5. Esses dados foram extraídos e interpolados para a cidade de Fortaleza-CE. Essas informações foram utilizadas com o intuito de gerar novas equações IDF projetadas para o futuro, através da utilização do "Método da Correspondência de Quantis Equidistantes", baseadas nas projeções climáticas RCP 4,5 e RCP 8,5. Os novos valores de precipitação gerados por essas novas curvas IDFs foram utilizados como um dos dados de entrada do programa HEC-HMS. O objetivo deste trabalho foi analisar o impacto das mudanças climáticas nas vazões dos postos do setor elétrico brasileiro utilizando seis modelos globais do Intergovernmental Panel on Climate Change-Fifth Assessment Report (IPCC-AR5) para os cenários RCP4.5 e RCP8.5 no período de 2011 a 2098. As vazões de 21 postos representativos do Operador Nacional do Sistema (ONS) do Sistema Interligado Nacional (SIN) foram geradas por meio do modelo hidrológico Soil Moisture Account Procedure (SMAP), enquanto as vazões dos demais postos que compõem o SIN foram obtidas por regressões lineares. Foram analisadas as anomalias das vazões médias anuais e a tendência no período de 2011 a 2098. Os modelos do IPCC-AR5 mostraram que há maior possibilidade de redução nas vazões anuais na maior parte do Brasil, exceto para a Região Sul, onde os modelos mostram aumentos superiores a 5% no período de 2040 a 2069.
Drought is widely known as a complex natural hazard, not just by its climatological features but also by human experiences and socio-economical impacts. Drought preparedness is the only way a society can mitigate effects and better cope with droughts. Here we present a methodological approach to guide the implementation of proactive drought plans, specially designed for hydrossystems and cities scales. We highlight strategies to engage local stakeholders in constructing such plans and build a participatory methodology. The preparedness drought plan methodology was developed and applied to two hydrosystems and two cities located in the Piranhas-Açu river basin, a drought-prone area of Brazilian Semi-arid. Our ndings suggest that participatory socio-technical methodologies, built only from the system operators' tacit knowledge, can achieve good results when data and resources are limited. Still, results can be enhanced by hydrologic and hydraulic modeling to assess vulnerability, scenarios and strategies. We illustrate and analyze the process by storytelling to develop a meaningful and convincing narrative that speaks to theory and practice, and we provide recommendations to facilitate this approach.
RESUMOEste estudo foi desenvolvido no intuito de avaliar o potencial eólico do estado do Ceará nos períodos chuvoso e seco em eventos de El Niño e La Niña. Para isso é utilizado o modelo de área limitada, Regional Modelling System (RAMS 6.0), forçado pela reanálise ERA-Interim, para simular a densidade do ar e a velocidade do vento em diferentes níveis atmosféricos. Para avaliação do desempenho do modelo, os dados simulados de velocidade do vento são comparados com dados observados, a 10 m da superfície, de estações climatológicas do Instituto Nacional de Meteorologia (INMET), por meio de gráficos e um conjunto de índices estatísticos. Adicionalmente, mapas mensais de velocidade média a 50 m da superfície foram feitos, classificando o potencial eólico de acordo com o National Renewable Energy Laboratory (NREL). Os resultados apresentados para avaliação do desempenho do modelo mostraram que apesar do modelo superestimar os dados observados, o índice de concordância ou Wilmott e o coeficiente de correlação apresentam valores que variam de moderado (0,40 < r < 0,69) a forte (0,70 < r < 0,89). Através do conjunto de índices estatísticos ainda foi possível extrair que nos semestres mais chuvosos e/ou em período de ocorrência do fenômeno La Niña o desempenho do modelo é melhor. Com relação à avaliação do potencial eólico, notou-se que em ocorrência de ENOS positivo há uma condição mais favorável de geração de energia do que em evento de ENOS na fase fria, principalmente na região litorânea do estado do Ceará. Com isso, conclui-se que o desempenho do modelo foi satisfatório, mostrando ser uma possível ferramenta para futuras rotinas operacionais de previsão dos recursos eólicos do Estado. ABSTRACT: ASSESSMENT OF THE WIND RESOURCES SIMULATED OVER THE CEARÁ STATE: A CASE STUDY FOR THE EL NIÑO 97/98 AND FOR THE LA NIÑA 98/99This study has been developed to evaluate the wind potential of the Ceará state in the wet and dry seasons during El Niño and La Niña events. The limited area model RAMS 6.0, forced by ERAInterim Reanalysis, was run to simulate the air density and wind speed in different atmospherics levels. To evaluate the performance of the model, the simulated data of wind speed was compared with observed data, at 10 m height, from climatology stations of the National Institute of Meteorology (INMET), by graphics and by a group of statistical indices. Additionally, monthly maps of mean wind speed at 50 m height were drawn. The wind maps categorized the wind potential according to the classification of the National Renewable Energy Laboratory (NREL). Resumo Este trabalho tem por objetivo realizar um comparativo de previsão de vazões para a bacia do Orós (Ceará, Brasil) utilizando redes neurais artificiais (RNA) e a técnica de reamostragem dos k-vizinhos. Os modelos foram desenvolvidos a partir da série histórica de 100 anos de dados hidrometeorológicos (temperatura da superfície do mar e vazões). Ambos utilizam como preditores climáticos as temperaturas dos oceanos Atlântico Norte, Atlântico Sul e Pacífico Equatorial e realizam a previsão em julho do regime de vazões do período chuvoso do ano seguinte (janeiro a junho). O modelo k-vizinhos foi elaborado a partir da identificação dos anos vizinhos mais próximos para reamostragem da aproximação, já o modelo de RNA foi formulado a partir dos pesos sinápticos e bias obtidos na etapa de treinamento da rede. Os modelos foram comparados considerando as previsões de vazões para a etapa de teste, utilizou-se como parâmetros comparativos: o coeficiente de eficiência Nash-Suttcliffe (E), o coeficiente de determinação (R²), o diagrama de Taylor (2001) e a razão de máxima verossimilhança. Para todas as variáveis comparativas o modelo neuronal apresentou melhores valores, indicando que este representa de forma mais eficiente o comportamento das vazões para o reservatório.
Economic instruments, such as water charges, have been used to promote water conservation and raise funds for basin management. However, there is a need to improve the water collection model in Brazil. The aims of this study were to analyze the evolution of raw water charges in the State of Ceará and verify the effect of drought on the costs and water collection from 2011 to 2019 to answer two questions: does the water collection fulfill its function of financing the water resources system? Is the pricing model flexible to absorb the effects of climate variability? We conducted a content analysis to determine the presence of certain words in selected documents, and then analyzed the costs of system operation. The results show that the payment capacity is lower than the tariff applied to water. The Status Index is negatively correlated with the Administration (ADM) and Operation and Maintenance (O&M) costs. The generated revenue is mainly used to cover the management costs (ADM and O&M); however, it is insufficient to finance the implementation of measures, programs, and projects to improve the water management in respective basins. Thus, a floating tariff should be established in which the water scarcity and effects of climate variability are incorporated.
This work aims to analyze the dry state in a water accumulation reservoir and assess the severity classification difference in different time horizons over the years in order to determine what the best drought indices that can be used as triggers for shooting drought mitigation actions. For this, we used the SPI index (Standardized Precipitation Index), SPEI (Standardized Precipitation-Evapotranspiration Index), SRI (Standardized Runoff Index), IE (State Index), IS (Synthetic Index) and NM (Target levels), where such indices were compared by a qualitative and quantitative analysis. The results showed that the drought afflicting Jucazinho reservoir or dry severity level of the same, it is not always occur due to natural conditions which the reservoir is exposed. Another important finding is that content such as SPI, SPEI and SRI cannot keep the fluctuation of the water stock in the same speed as do occur.
