O conceito de imperialismo celebra seu jubileu centenário em uma condição mais atual do que nunca. Ante as transformações internacionais e a crise de acumulação do capitalismo que assola o sistema de Estados, nada mais necessário do que se retomar e aprofundar os debates marxistas sobre o tema. Nesse sentido, há que se passar pelo incontornável caminho do Estado e das relações internacionais no capitalismo. Uma discussão por esses meandros atravessa uma atualização das premissas marxianas, tangenciando a compreensão mais contemporânea do marxismo sobre Estado e relações internacionais, até desaguar em uma importante fonte das interpretações de Marx: Claudia von Braunmühl. Em sua perspectiva sobre mercado mundial e imperialismo, a autora traz à baila a configuração política internacional em uma pluralidade de Estados nacionais, em permanente competição, como marco estrutural para a manutenção e reprodução das relações de produção capitalistas, servindo, portanto, de alicerce para a compreensão basilar do imperialismo.
Para além dos grandes bailes pomposos, as relações internacionais enfrentam em pleno século XXI a tragédia das mortes e da miséria das migrações. A despeito das importantes construções normativas sobre migrantes em geral, ainda hoje, muitos pagam com a vida pela tentativa de buscar uma melhor condição de vida. Nesse âmbito essencialmente internacional, é fundamental compreender qual o papel do direito em meio a esse mundo que impõe uma vida de privações e negações aos menos favorecidos economicamente. Esse é o horizonte do modo de produção capitalista. É nesse terreno que os movimentos migratórios se constituem, enquanto o direito tenta acompanhar seu fluxo, ao mesmo tempo impondo barreiras e tentando minorar os prejuízos. Assim, com fulcro na crítica e na interface do direito e das relações internacionais, o artigo ambiciona expor o cerne da questão migratória, atrelando diretamente ao capitalismo, legando pistas até para a compreensão da nova lei de migrações no Brasil e seu lugar na sistemática mundial.
Em meio a um contexto de crises econômicas e políticas, dentro da celebração do centenário da Revolução Russa e do bicentenário de Marx, o atual é voltar às origens marxianas para a compreensão da anatomia da sociedade capitalista. A mola mestra para a manutenção do modo de produção, o Estado, precisa ser destrinchada em sua real concretude. Para tanto, cabe entender o Estado enquanto forma política do capitalismo, como propõe o debate da derivação do Estado. Ainda, a unidade política territorial requer ser inserida no âmbito que busca oxigênio, as relações internacionais, as quais manifestam a plena manifestação do capitalismo. Logo, o dentro das teorias da derivação, vem o debate (alemão) do mercado mundial, que traz a contribuição central para a sobrevivência do capitalismo: a multiplicidade estrutural de Estados.
A integração regional flutua no plano das ideias entre Bolívar e Monroe. Com aproximações e rupturas, a concretização da cooperação ocorre dentro das margens concedidas pela economia política liberal, o chão dos processos integracionistas. Dentro dessa dinâmica, a política externa brasileira sofreu recentemente mais uma brusca correção de rumos. A partir de 2016, a preocupação da chancelaria brasileira passa a ser desfazer o que havia sido feito pela anterior. A ruptura com o modelo vigente até então evidencia o resgate de uma postura de alinhamento automático, associativa às grandes potências ocidentais, como os Estados Unidos e sua esfera de aliados, em detrimento da autonomia e do pragmatismo de outrora. Com a nova orientação, novos foros de integração emergem, como o Fórum para o Progresso e Desenvolvimento da América do Sul (PROSUL), enquanto outros decaem, como a União de Nações Sul-Americanas (UNASUL), e outros, ainda, são redirecionados, como o Mercado Comum do Sul (Mercosul). A mudança ocorre em um contexto internacional de crise econômica e de um nítido acirramento das tensões geopolíticas em torno da disputa pela hegemonia. Em função disso, este artigo tem dois objetivos: um mais amplo, que é fundamentar a política externa brasileira de acordo com o panorama atual do capitalismo, aquele do pós-Guerra Fria, do pós-fordismo; e dentro desse universo, um mais específico, o de apontar as transformações ocorridas em termos de integração regional (grande questão do pós-1991). Por meio da ferramenta da teoria materialista do Estado pretende-se dissipar as aparências para se chegar à essência do fenômeno da política externa para integração regional no capitalismo.
O advento da década de 1990 trouxe ao sistema internacional um cenário de mudanças substanciais, as quais se refletiram fundamentalmente na expansão do direito e das organizações internacionais. Nesse panorama, aprofundaram-se as iniciativas de integração regional, cujo vetor prioritário, o econômico, conheceu um desenvolvimento institucional e normativo inédito. É, no entanto, nos anos 2000, no ápice desse período, que a experiência mais desenvolvida nesses moldes de integração, a União Europeia, entrará em uma espiral de crise sem precedentes. A explicação da contradição entre o aprofundamento formal e o ocaso econômico passará por uma visão materialista das relações internacionais, a qual focará na forma política internacional como elemento nodal para extrapolar a aparência e desnudar os recônditos da essência desse fenômeno social. Por isso, buscar-se-á nas raízes da consolidação do projeto comunitário pós-Maastricht, dentro da nova face do capitalismo, o pós-fordista, a elucidação das fraturas da integração regional em meio ao sistema internacional. É justamente o avanço na arquitetura formal capitalista que gesta a crise das experiências integracionistas mais desenvolvidas, como se comprova na mirada crítica sobre o arranjo comunitário. Abstract: The advent of the 1990s brought to the international system a scenario of substantial changes, which were fundamentally reflected in the expansion of law and binternational organizations. Within this panorama, the regional integration initiatives were intensified, whose priority, the economic vector, was an unprecedented institutional and normative development. It is in the 2000s that the most developed experience in these forms of integration, the European Union will enter an unprecedented crisis spiral. The explanation of the contradiction between the formal deepening and the economic decline will pass through a materialist view of international relations, which will focus on the international political form as a nodal element to extrapolate the appearance and undress the essence of this social phenomenon. Therefore, the roots of the consolidation of the post-Maastricht communitarian project will be sought within the new face of capitalism, the post-Fordist, and the elucidation of fractures of regional integration within the international system. It is precisely the advance in the formal capitalist architecture that causes the crisis of the more developed integrationist experiences, as evidenced in the critical look on the communitarian arrangement.
