ResumenLa creciente expansión de presupuestos participativos (PP) registrada a partir de la década de 1980 en diferentes gobiernos locales del mundo, ha sido de gran interés para la comunidad académica internacional; no obstante, en México este tipo de experiencias no cuenta con un análisis sistemático de su desarrollo y comportamiento. Por tal razón, en este artículo se estudia la evolución del PP en México, desde la comprensión de su introducción y permanencia analizando los factores contextuales socioeconómicos e institucionales y sus dinámicas de participación que lo han propiciado, hasta una breve exposición de los retos que enfrenta y una propuesta de nuevas hipótesis de trabajo.
El objetivo del trabajo es estudiar las capacidades de las organizaciones vecinales en las dimensiones individual, organizacional e institucional, con la finalidad de evidenciar si representan una limitación a su potencial de acción y, por lo tanto, a su posibilidad de
aportar a la gobernanza urbana. El estudio se realiza a cuatro casos de asociaciones vecinales en el municipio de Guadalajara, Jalisco, ubicadas en algunas de las zonas menos favorecidas de la ciudad. El resultado principal es que las asociaciones vecinales estudiadas cuentan con capacidades limitadas debido a que son organizaciones débilmente establecidas y con una institucionalización rudimentaria. De manera general, se formulan recomendaciones para fortalecer las capacidades de las organizaciones
El ensayo propone que el posicionamiento de las teorías alternativas al desarrollo (TAD) en la discusión del contexto de crisis actual debe iniciarse revisando su paradigma dentro de las ciencias sociales. Así, primero revisa las premisas de algunas TAD (decrecimiento, posdesarrollo, ecosocialismo, buen vivir y alternativas feministas) según el marco de Burrel y Morgan (1979), de acuerdo con sus dimensiones de hipótesis sobre la naturaleza y la ciencia social. Finalmente, reflexiona sobre las implicaciones de las TAD en el contexto de la crisis socioeconómica, política y epidémica actual, ubicando convergencias y divergencias de su paradigma respecto del de las teorías económicas dominantes, y reflexionando sobre el posible avance de su agenda política.
