ResumenLa creciente expansión de presupuestos participativos (PP) registrada a partir de la década de 1980 en diferentes gobiernos locales del mundo, ha sido de gran interés para la comunidad académica internacional; no obstante, en México este tipo de experiencias no cuenta con un análisis sistemático de su desarrollo y comportamiento. Por tal razón, en este artículo se estudia la evolución del PP en México, desde la comprensión de su introducción y permanencia analizando los factores contextuales socioeconómicos e institucionales y sus dinámicas de participación que lo han propiciado, hasta una breve exposición de los retos que enfrenta y una propuesta de nuevas hipótesis de trabajo.
El artículo explora la situación de las mujeres dentro del campo de la investigación en México, utilizando como referente el caso de las mujeres que cuentan con el reconocimiento del Sistema Nacional de Investigadores (SNI) a escala nacional y de la Universidad de Guadalajara, se identifican los retos y desafíos que enfrentan las investigadoras para ingresar, permanecer y promocionarse en el SNI. Se reconoce el avance de las investigadoras SNI, sin embargo, los retos y dificultades descritos ponen en evidencia la necesidad de hacer cambios radicales y estructurales en la definición de criterios de evaluación acordes a las trayectorias de vida de las mujeres. Además se plantea la necesidad de cambiar los criterios y reglas de la conformación de las comisiones evaluadoras y dictaminadoras del SNI para que permitan la participan de más mujeres.
ResumenLa medición del desarrollo sostenible presenta considerables dificultades que han limitado la capacidad de conocer y comprender la situación de los sistemas locales en cuestiones ambientales, por lo que este trabajo tiene la intención de hacer contribuciones para medir el desarrollo sostenible a nivel local. Para realizar esta medición, se presenta la construcción de un Índice de Desarrollo Sostenible Local (IDSL), el cual se construyó utilizando la teoría de la lógica difusa. Este índice permite analizar y comparar el desarrollo sostenible en tres dimensiones específicas del sistema ambiental a nivel local: social, ambiental y económica. Como evidencia empírica, se presentan los resultados de 11 municipios del Estado de Jalisco, México. Estos municipios integran las tres mayores zonas metropolitanas de la región.Descriptores: desarrollo sostenible; lógica difusa; municipios de México; conjuntos difusos; índice difuso; zonas metropolitanas. AbstractThe measurement of sustainable development presents considerable difficulties that have limited the capacity in analyzing environmental questions in local systems. The intention of this study is to make a contribution in the measurement of sustainable development at the local level. In order to undertake this study, an Index of Sustainable Local Development (IDSL) was created drawing on the theory of fuzzy logic. This index permits us to analyze and compare sustainable development in three dimensions of the environmental system at the local level: social, environmental and economic.
