De tiempo atrás la ciudad de Bogotá ha sobrellevado una deficiente prestación del servicio de acueducto. En la década del 60 se presentó un incremento acelerado de la demanda, obligando a la EAAB a establecer un plan maestro de acueducto (Primero y Segundo planes de ensanche), que pretendía satisfacer la demanda de la época y garantizar el suministro hasta 1990. Las obras de la primera etapa del segundo plan deberían terminarse en 1977, año en que se coparía la capacidad instalada, de acuerdo con las proyecciones de 1970. Sin embargo, las obras de captación, conducción y tratamiento se entregaron hasta 1983 con un costo cercano al 300% del presupuestado. El proyecto funciono cuatro meses, pero fue necesario sacarlo del servicio por el taponamiento total que sufrió el túnel principal, cuya reparación tardó más de 16 meses; luego entró en operación de prueba y sufrió un daño en la válvula reguladora. En la actualidad, la EAAB no ha señalado responsables de las múltiples fallas que se presentaron, y los usuarios se encuentran sometidos a pagar los sobrecostos, a un racionamiento sectorizado y al peligro de un racionamiento en toda la ciudad.
