Trata o presente trabalho da narrativa territorial e temporal comparativa de duas cidades -Portimão e Loulé -na sua relação com a região onde estão inseridas, a do Algarve. A função e a topografia que presidiram aos assentamentos humanos no Algarve -região sul de Portugal -determinaram uma ocupação do território em duas linhas paralelas, uma junto ao mar -cidades ribeirinhas -e outra mais interior -cidades colinas -tendo sofrido mudanças temporais distintas, apresentando atualmente especificidades próprias. Nesse contexto, os centros urbanos antigos, repositórios de identidades e memórias coletivas, são o laboratório urbano ideal para a análise dessas distinções e das mutações culturais e humanas que a materialização das diferentes políticas urbanas determinou. Nesta narrativa urbana do tempo longo, tentaremos perceber em que medida as populações se foram moldando; as cidades foram ganhando ou perdendo vitalidade; e as populações se foram identificando ou não com o sítio. Para corroborar ou refutar as conclusões retiradas da análise histórico-cultural, no que concerne ao sentimento de pertença das populações, recorre-se a inquéritos por questionário, realizados nas duas cidades, selecionando qualitativamente alguns atores-chave dessas sociedades. Os resultados desta sub-investigação demonstram que quanto mais aceleradas são as mudanças e quanto menor for o envolvimento das populações nas políticas urbanas, mais "anônimos" se tornam os centros antigos e menos identificação existe com as populações locais.
Num contexto global de fragilidade política em que mesmo as democracias neoliberais não são suficientemente representativas das sociedades humanas, a ideia de "governança urbana" surgida na Conferência das Nações Unidas -ECO 92, vinculada ao conceito de desenvolvimento urbano sustentável, desempenhou um papel importante na consciencialização sobre o direito à cidade, e, por conseguinte, a respeito da gestão cautelosa do território, da inclusão social e da participação pública. Esta comunicação pretende debruçar-se sobre a participação pública nos processos de gestão/ regeneração urbana e sobre as universidades públicas enquanto atores de mediação preferenciais nesses processos participativos. A metodologia utilizada baseou-se na análise crítica comparativa de estudos de caso sistematizados em bibliografia científica em contextos luso-brasileiros. Os resultados parecem comprovar que os processos de participação pública com mediação das universidades em contextos luso-brasileiros são mais comuns no Brasil do que em Portugal, e que incidem basicamente na "assistência técnica" a segmentos sociais de baixa renda, residentes em contextos urbanos de gênese ilegal. No entanto, o aporte técnico e de cidadania que esses processos de participação pública trouxeram a esses territórios "à margem" parece apontar um caminho para a construção coletiva das cidades, com participação ativa de toda a sociedade, usando como modelos de boas práticas as experiências em contextos urbanos fragilizados. As conclusões levam à premissa da mais valia da ampliação do papel mediador das universidades públicas, enquanto atores privilegiados dos processos participativos. PALAVRAS-CHAVE: Governança urbana. RESUMOAlguns dos desafios do Século XXI, implicam uma nova visão ao nível do desenvolvimento sustentável patentes na Nova Agenda Urbana, onde se compartilharam visões de como as Cidades e os assentamentos humanos, ao criarem uma identificação da sociedade civil com as cidades, podem promover o seu engajamento cívico. Em Portugal, os índices de participação pública nos fóruns democráticos formais e não formais são inexpressivos ou baixos. O presente artigo analisa os resultados de dois Workshops, um em cada caso de estudo, cuja temática reporta-se à participação pública e à governança digital, integrados numa sequência de ações com a sociedade civil, no âmbito de uma investigação de doutorado. Antecedendo esses Workshops foram elaborados inquéritos exploratórios para perceber a opinião das pessoas sobre as razões da pouca participação pública, elencadas com base nas opiniões verbalizadas em entrevistas semiestruturadas. A metodologia utilizada nos workshops baseou-se na criação de parcerias entre a Faculdade de Arquitetura da Universidade de Lisboa e instituições locais, com recurso ao método de Thinking Design. Os resultados indiciam que ainda não há maturidade nem "tradição" participativa em Portugal que permita atingir objetivos concretos a curto e médio prazo. No entanto, em termos gerais, usando como referência os dois casos de estudo, independentemente da baixa participação dos cidadãos nos Workshops sobre participação pública, a intenção de "capacitar" mobilizadores de cidadania ativa foi atingida, pois cada facilitador ou técnico municipal envolvido, poder-se-á tornar num influenciador de participação cívica, como evidenciam ações posteriores realizadas por cidadãos em Portimão.
RESUMOOs documentos estratégicos para a Europa 2020 e consequentemente para Portugal 2020 reforçam a necessidade de se promover uma economia inteligente, sustentável e inclusiva, que proporcione níveis elevados de emprego, de produtividade e de coesão social. Na agenda das políticas públicas para os territórios incluem-se conceitos como governança, abordagem de base local e sustentabilidade. O objetivo desta investigação é criar/ testar uma grelha de leitura que articule as dimensões da governança com os vetores estratégicos da sustentabilidade, para aferir/ mensurar a qualidade dos instrumentos de governança. A nossa questão central parte da premissa de que a GOVERNANÇA TERRITORIAL aporta um caminho para a SUSTENTABILIDADE territorial e humana. O método utilizado será a análise interpretativa de dados recolhidos na literatura temática para criação da grelha de leitura. O resultado da aplicação da grelha de leitura a um estudo de casoParcerias público-privadas -parece corroborar a nossa premissa de partida, que uma vez testada empiricamente, poderá tornar-se uma ferramenta útil na operacionalização das políticas públicas. Em síntese, o estudo procurou delimitar, no âmbito da sustentabilidade, alguns fatores prioritários para operacionalizar no território as políticas públicas. Nesse âmbito os governos locais deverão pugnar pela assunção de uma visão estratégica que articule o planeamento urbanístico com a governança territorial, numa ótica de sustentabilidade económica, ambiental e humana.
