Cet article vise à interroger les « savoirs d'usage » des risques côtiers dans un contexte de changement climatique. Prenant le contre-pied d'une définition institutionnelle et normative de la culture du risque, nous cherchons à identifier quelles formes et contenus peuvent recouvrir les savoirs des habitants et élus des territoires côtiers au sein du Parc Naturel Régional d'Armorique dans le Finistère. Par le biais d'ateliers participatifs organisés dans cinq communes, nous identifions quatre catégories de savoirs d'usage : les savoirs descriptifs qui témoignent du fonctionnement habituel du territoire, les savoirs sentinelles construits autour d'observations de changements autour d'enjeux territoriaux, les savoirs de l'agir mobilisés en cas de crises qui peuvent soit être auto-construits et individuels, soit plus formalisés et collectifs. Nous discutons enfin de l'intérêt d'une prise en compte de ces savoirs dans les politiques locales et dans les documents réglementaires de gestion des risques côtiers de type Plan de Prévention des Risques Littoraux. En dernier lieu, nous verrons comment cette expérimentation autour des ateliers et de la cartographie participative peut contribuer à des réflexions critiques sur la culture du risque. Conversely the insitutional and normative definition of risk culture, we seek to identify the inhabitants knowledges of coastal territories. Through participatory workshops organised in five communes within the ARNP (Armorik Regional Natural Park) in France, four categories of usage knowledge are described. « Descriptive knowledge » is linked to the habitual functioning of the territory; « observation knowledge » is built around the changes of territorial stakes; in case of crises, « knowledge of "doing » are mobilized that can either be selfconstructed and individual, or more formalized and collective. Then, a debate on the interest of integrating knowledge in the coastal risk policy documents, such as the Coastal Risk Prevention Plan is studied. Finally, critical reflections on risk culture is driven thought this experimentation around workshop and participatory mapping.
Dans le courant de la cartographie critique, cet article interroge les statuts des représentations spatiales au sein d'un processus de Gestion Intégrée des Zones Côtières (GIZC). Les notions d'inscription, d'objet intermédiaire et d'actant sont mobilisées pour discerner différents modes d'intervention et effets des représentations spatiales sur l'organisation et la mise en oeuvre de la GIZC à l'échelle locale. Pour cela, une méthodologie ethnographique est mise en oeuvre (observations non participantes, analyse d'un corpus documentaire et entretiens semidirectifs) permettant d'observer les représentations spatiales en situation d'usage au sein de la démarche de GIZC du Pays de Brest. Les résultats révèlent une relative homogénéité des supports mobilisés (principalement des cartes en 2D) et une faible diversité de leurs statuts (objets intermédiaires majoritaires), tirant peu profit des Technologies de l'Information Géographique. Ils participent principalement à structurer et à organiser le jeu d'acteurs plutôt qu'à organiser la décision. Ces résultats, s'ils méritent d'être confortés par d'autres expérimentations de terrain, nuancent le rôle qui leur est généralement assigné dans la littérature. ABSTRACT. In the field of critical cartography, this article aims to study the status of spatial representations during an Integrated Coastal Zone Management (ICZM) process. The notions of inscription, intermediary object and actant are used in order to perceive different ways of intervention and different effects of spatial representations, so that we can understand how they contribute to implementing the ICZM at a local scale. In order to observe the use of spatial representations, an ethnographic methodology is used (non-participatory observations, a corpus of documents and semi-structured interviews). It is implemented in one French coastal territory (Britany). The results show that the stakeholders mainly used homogeneous spatial representations (2D maps) at any stage of the process. The benefit of numerical mapping is not being used. It can be linked to the homogeneity of status (majority of intermediary object). We emphasise that mapping is rather used to structure and stabilise the actor's network. The result, even if they need to be consolidated by other experimentations, temper the role of spatial representation usually describe in the literature.
