The threats of reform Disqualification and exclusion ABSTRACT:The article problematizes the reform of secondary education as has been imposed by Law No. 13.415 / 2017, which changes the LDB (basic law and directives for education) and determines a curricular configuration that not only discharges the last stage of basic education but also reduces the right to quality public education. The 'new' secondary education confirms processes for educational exclusion, dualism and fragmentation that compromise not only the quality of youth education, but also the career and training of education professionals. The process of reform, which is authoritarian and averse to dialogue with society, is a setback for educational policy.* Doutora em Educação pela PUC-Rio.
