Este trabalho tem como objetivo analisar, por intermédio da teoria das políticas públicas, os planos de desenvolvimento regional, elaborados pelas Superintendências do Desenvolvimento do Nordeste (Sudene), da Amazônia (Sudam) e do Centro-Oeste (Sudeco). De forma secundária, verificamos três aspectos principais inerentes ao nosso objeto: em primeiro lugar, o alinhamento entre os planos e a Política Nacional de Desenvolvimento Regional (PNDR); ademais, a capacidade institucional das superintendências para formular e implementar as políticas descritas nos planos regionais e, finalmente, os diagnósticos contidos nestes planos no tocante ao desenvolvimento proposto. Metodologicamente, a teoria do ciclo de políticas públicas e da agenda são balizadoras, assim como adequadas para este estudo. Preliminarmente, podemos indicar que os planos regionais representam diretrizes importantes para a consecução de políticas públicas, mas é necessário haver a transição de uma agenda de governo para uma agenda de decisão.
Este trabalho objetiva a compreensão da trajetória da Superintendência para o Desenvolvimento do Nordeste (Sudene), desde o seu nascimento, em 1959, até as suas transformações, processadas a partir do governo militar no Brasil. Como escolha metodológica, optamos por selecionar a teoria institucionalista, especialmente centrada no institucionalismo histórico, para compreender os processos de mudança pelos quais a instituição passou. Além disso, focalizamos o papel desempenhado por Celso Furtado na condução da instituição, tanto para o seu nascimento como para a aprovação de seus planos diretores. Por fim, é importante mencionar que o pano de fundo de nossa análise é o federalismo brasileiro, cuja principal característica é a desigualdade regional observada quando analisamos a posição do Nordeste em relação ao restante do país.
Alguns temas de natureza econômica adquiriram um protagonismo também em áreas como as ciências sociais, particularmente a ciência política e a sociologia econômica. Objetivamos com este estudo ressaltar o papel da sociologia econômica para articular algumas fontes analíticas para temas recorrentemente presentes nas agendas governamentais, utilizando-nos, neste sentido, como cerne de nosso estudo, o fenômeno da guerra fiscal. Portanto, objetivamos discorrer sobre a guerra fiscal não como fenômeno autônomo, pertencente à esfera econômica, mas como produto de interações sociológicas e políticas por parte dos atores sociais, tais como os governadores de estado. Para tanto, utilizamos uma bibliografia de fonte secundária situada em disciplinas como a economia, a sociologia econômica e a ciência política.Palavras-chave: sociologia econômica, ciência política, guerra fiscal. IntroduçãoO objetivo principal deste estudo é estabelecer um diálogo sobre os pressupostos da sociologia econômica, questionando a primazia que a economia se apoderou, durante muitos anos, sobre outras áreas do conhecimento, sobretudo porque ocupou espaços onde as ciências sociais deveriam, por seu pró-prio núcleo estruturador, atuar. Corroboramos a assertiva de que fenômenos aparentemente apenas econômicos têm implicações mais gerais, os quais poderiam e deveriam ser estudados por outras ciências, como a ciência política ou a sociologia econômica, por exemplo. A partir de tais considerações, utilizamos o exemplo da guerra fiscal, prática recorrente na federação brasileira, que, apesar de apresentar uma natureza fiscal -portanto, aparentemente estrita à área econômica -, envolve uma série de fatores não econômicos, principalmente em medidas que visam justamente sua extinção.Realizadas tais considerações, este artigo é dividido da seguinte maneira: nesta introdução, abordaremos as origens da sociologia econômica, bem como seus principais expoentes; em uma segunda parte, abordaremos os pressupostos desenvolvidos por autores como Max Weber e Mark Granovetter e como eles se posicionam acerca da ciência econômica e a maneira como estes autores analisam o envolvimento entre as
A pandemia da Covid-19 tem abalado o mundo nos diversos setores políticos, sociais e econômicos, desafiando os gestores, bem como a própria administração pública, na busca de soluções rápidas e eficientes, mas não planejadas, dado o momento inusitado em que vivemos. O Brasil não foge desse caminho, tendo o seu federalismo posto em cheque pelo momento vivido, acentuado por uma forte crise política. Nesse sentido, nos cabe entender como os estados têm agido para realizar a reabertura dos setores comerciais e industriais, mais especificamente São Paulo e Alagoas. O artigo sugere que os planos de reabertura econômica estão intrinsecamente ligados ao modelo de federalismo que o Brasil adotou, ora centralizado, ora descentralizado, mas promovendo mecanismos que permitem a articulação de seus entes federados. Os planos de abertura econômica são documentos importantes neste momento pós-pandemia, pois regulam os indivíduos, o setor do comércio e da indústria, elementos chave para a geração de empregos no país.
ResumoO objetivo geral deste artigo é apresentar como as diferentes agendas governamentais absorveram a temática do desenvolvimento regional, a partir de uma análise temporal. Em primeiro lugar, este artigo analisa aspectos das transformações históricas das políticas regionais que tiveram o seu início com a fundação da SUDENE na região Nordeste. Posteriormente, assinalaremos como o período dos governos militares alterou as tratativas governamentais no tocante às questões regionais. E, finalmente, buscamos apontar como a Constituição de 1988, embora recebida com muita euforia, relegou ao segundo plano as prerrogativas de uma política regional capaz de transcender as históricas desigualdades federativas existentes no país. Na redemocratização, a descentralização foi igualmente responsável pelo não estabelecimento exato das competências e dos encargos dos entes subnacionais. Nesse cenário, podemos dizer que o ponto crucial na análise do federalismo brasileiro é a desigualdade regional observada principalmente no Nordeste, região que apresenta os mais altos índices de desigualdade econômica e social. AbstractThe general objective of this work is to present how the different governmental agendas have absorbed the theme of regional development, based on a temporal analysis. First, this article analyzes aspects of the historical transformations of regional policies that had its start with the foundation of SUDENE in the Northeast. Later, we will point out how the period of the military governments changed the governmental negotiations on regional issues. And finally, we seek to point out how the 1988 Constitution, though received with great euphoria, relegated to the background the prerogatives of a regional policy able to transcend the existing federal historic inequalities in the country. In redemocratization, decentralization was also responsible for note stablishing the exact competences and responsibilities of subnational entities. In this scenario, we can say that the crucial point in the analysis of Brazilian federalism is the regional inequality observed mainly in the Northeast, a region with the highest rates of economic and social inequality.
