Resumo Analisam-se as características das reformas dos sistemas de saúde de países da América Latina e Caribe (ALC), a evolução dos gastos públicos e dos Objetivos de Desenvolvimento do Milênio (ODM). Discutem-se as influências neoliberais nas reformas e as possíveis consequências para os Objetivos de Desenvolvimento Sustentável (ODS) que os sucederam. Estudo comparado de países selecionados. Dados extraídos das plataformas CEPALStat, Global Health Observatory e MDG Indicators e de relatórios Health in the Americas disponíveis no Repositorio Institucional para Compartir Información da Organização Panamericana de Saúde. Revisão não exaustiva de literatura. As reformas foram divididas em três períodos: até 1990 predominou a lógica nacional solidária regulada; de 1990 a 2000 avançou-se para uma lógica concorrencial de mercado; de 2001 a 2015, evoluiu-se para programas de lógica pública, mantendo-se a concorrência entre prestadores de serviços. Os gastos públicos oscilaram e as metas dos ODM analisadas não foram completamente cumpridas. As mudanças dos sistemas de saúde seguiram as configurações dos Estados nacionais apregoadas pelo neoliberalismo, com lógica concorrencial de mercado, fragilizando o sistema de cuidados e o alcance dos ODS.
Este trabalho analisa o desenvolvimento de atividades-chave que traduzem, sob a perspectiva docente e discente, o currículo integrado adotado pelo curso técnico de enfermagem da Escola Técnica de Saúde de Brasília (ETESB), a partir de pesquisa documental e bibliográfica e do uso de abordagens quali- quantitativas, correlacionando o contexto histórico e institucional da Escola com conceitos relacionados a teorias curriculares e à educação profissional de nível técnico no Brasil. De caráter predominantemente qualitativo, essa pesquisa trabalha a análise de conteúdo das entrevistas com os docentes e a posterior triangulação dessas informações com os dados quantitativos obtidos através do processamento das respostas dos estudantes em um questionário semi-estruturado. O resultado dessa análise proporcionou a definição de três categorias: lugar dos sujeitos da aprendizagem, relação teoria‑ -prática e práticas avaliativas. A partir da análise dessas categorias foi observado que os docentes não se veem como sujeitos corresponsáveis pelo planejamento de atividades e outras atribuições previstas pelo currículo, assim como mantém suas práticas escolares de acordo com as representações sociais previstas pela metodologia tradicional, ou seja, nem eles, nem os estudantes trabalham com a problematização, sendo nítida também a ausência de um projeto institucional de avaliação. Ao expor um panorama atual sobre as práticas curriculares nesse curso, este estudo propõe a construção de novos caminhos a partir da participação dos sujeitos no planejamento de atividades e da qualificação docente a partir de cursos que usem metodologias ativas compatíveis com as que esses professores devem usar na Escola.
A revista Comunicação em Ciências da Saúde (CCS) é uma revista de divulgação científica na área da saúde, indexada desde 2006 na Biblioteca Virtual em Saúde/Literatura Latino-americana e do Caribe em Ciências da Saúde (BVS/LILACS) e Bireme. Dispõe de três seções: a primeira publica artigos na área Clínica Assistencial com ênfase na atenção geral e especializada; a segunda seção publica artigos em Saúde Coletiva englobando epidemiologia, política, economia, planejamento, gestão, e ciências sociais em saúde; e na terceira seção, são publicados artigos na área de Educação no campo da saúde com foco em metodologias ativas de ensino. Mas, nem sempre foi assim! Criada em 1990 com o nome de Revista de Saúde do Distrito Federal (RSDF), era uma publicação técnico-científica do sistema de saúde do Distrito Federal, tinha como linha editorial a divulgação de artigos, propostas e trabalhos que visassem à melhoria das condições de saúde da população. Tinha como principal objetivo possibilitar aos profissionais da saúde um veículo de publicação de seus trabalhos e experiências, possibilitava um intercâmbio entre os diversos setores, criando um espaço de discussões para subsidiar o sistema de saúde local. No princípio, os artigos publicados eram predominantemente da extinta Fundação Hospitalar do Distrito Federal, com uma tímida participação da Universidade de Brasília (UnB) e de autores de outros Estados, com maior contribuição nas áreas de saúde pública e especialidades médicas. Em 2002 a editoração e divulgação da RSDF passou a ser atribuição da Escola Superior de Ciências da Saúde (ESCS) por meio da Coordenação de Pesquisa e Comunicação Científica (CPECC). Este foi um marco importante para a revista, porém, não resolveu seus problemas de manutenção de recursos financeiros, assim como a lentidão nos processos de contratação de serviços para garantir a periodicidade. Os constantes atrasos nas publicações levavam a um descrédito de seus colaboradores e a dificuldade de captação de artigos de outros Estados do Brasil por entenderem que a revista era somente de publicação local. Apesar desta realidade, seus gestores e editores sentiam a necessidade de que o periódico crescesse e esse sentimento motivou a realização de mudanças em 2006. Entre as alterações substanciais citam-se: a incorporação de componentes de outros Estados e países, no corpo editorial e de revisores; o estabelecimento de parâmetros editoriais no modelo de avaliação de periódicos científicos; e a mudança mais marcante, a alteração do nome para Comunicação em Ciências da Saúde – Report in Health Sciences. Com essas alterações e a indexação na BVS/Lilacs, artigos de outras áreas da saúde começaram a impactar as estatísticas da revista, principalmente de nutrição e enfermagem; as demandas de outras localidades apareceram, sua divulgação passou a ser feita para todas as bibliotecas de universidades, Conselhos de Classe na área da Saúde, instituições públicas, toda rede da Secretaria de Estado de Saúde (SES), autores e colaboradores, alcançando um total de mil exemplares. No ano de 2017, face às mudanças nacionais e internacionais no âmbito da divulgação científica, a CPECC por meio de conselho editorial da revista CCS e com apoio da Direção Geral da ESCS e da Diretoria Executiva da Fepecs, constituiu um grupo de trabalho institucional com a participação da Biblioteca Central – BCE-Fepecs. Esse grupo desenvolveu um projeto de qualificação da revista que contou com a consultoria da Biblioteca Central da Universidade de Brasília (BCE-UnB) e do Instituto Brasileiro de Informação em Ciência e Tecnologia (IBICT), além do apoio operacional da DTI (à época denominada Gerência de Informática – GEINFO) e da Gerência de apoio audiovisual - GERAV, ambas vinculadas à Fepecs. Um dos produtos dessa parceria foi o desenvolvimento da versão eletrônica da revista para submissão e avaliação de artigos, utilizando a plataforma Open Journal Systems (OJS); inicialmente chamada de Serviço de Editoração Eletrônica de Revistas (SEER), o OJS é um software livre desenvolvido por uma universidade canadense e que foi traduzido e disponibilizado gratuitamente no Brasil pelo IBICT. No início de 2019, pouco mais de um ano após a transição para o formato unicamente eletrônico, o periódico novamente se associou institucionalmente à Associação Brasileira de Editores Científicos (ABEC) no intuito de aprimorar seus processos editoriais e promover a profissionalização de seus editores. Com o amadurecimento das práticas editoriais, percebemos que não basta aprimorar internamente o processo de trabalho da revista, se faz necessário buscar a melhoria das métricas, a indexação em novas bases de dados e repositórios digitais, assim como a própria internacionalização do periódico. Nesse sentido, nossas expectativas para o futuro da revista transcendem a preocupação com o dia a dia do periódico e se apoiam no desejo de promover uma ciência aberta, inclusiva e acessível, não apenas à comunidade acadêmica, mas também à sociedade. Chegamos em 2021, aniversário de 20 anos da criação da ESCS e de sua fundação mantenedora a Fepecs. Mas, como comemorar uma data tão significativa em um ano de pandemia que nos impõe medidas restritivas que evitam aglomeração? Foi neste contexto que em fevereiro deste ano, a Diretoria Executiva da Fepecs, a ESCS (representada pela CPECC) e os Editores da revista CCS se reuniram para a elaboração de uma sessão temática especial sobre “Educação profissional em saúde no Distrito Federal: Fepecs e suas escolas ontem, hoje e amanhã”, com artigos que propiciassem ao leitor um panorama da educação profissional na área de saúde do DF, sobretudo dos cursos e instituições vinculadas à SES do DF. Assim, foi realizado um chamado/convite aos gestores, ex-gestores, profissionais e estudantes das Instituições Fepecs, ESCS, Escola Técnica de Saúde de Brasília (ETESB) e Escola de Aperfeiçoamento do Sistema Único de Saúde (EAPSUS), para a elaboração de artigos que não só contemplassem o tema, mas que contassem também um pouco da trajetória, desafios e êxitos das escolas e seus processos de trabalho. Como resultado, temos a satisfação e o orgulho de apresentar a vocês neste número, uma seção especial com artigos que foram previamente avaliados por uma equipe de revisores convidados pelas suas expertises, com o objetivo de propiciar conhecimento, reflexões, discussões acerca do grande e pioneiro desafio de se ter uma Fundação e três escolas de saúde dentro de uma Secretaria de Estado de Saúde e como planejar seus futuros. E, considerando a importância dessa temática, gostaríamos de agradecer aos que colaboraram com este grande feito, em especial aos editores da CCS e revisores e, aos autores que atenderam ao chamamento, todas as nossas homenagens. Por fim, convidamos você a uma excelente e empolgante leitura!
