O Mercosul e a União Europeia são importantes parceiros comerciais, no entanto, o uso de políticas protecionistas, por vezes, restringe suas relações. Buscando ampliar e facilitar essas transações, em meados de 2019, estes blocos decidiram por encaminhar sua união comercial. Apesar disso, ainda restam dúvidas sobre a queda das barreiras não tarifárias e os potenciais ganhos. Nesse sentido, este trabalho buscou identificar as principais características da integração comercial entre os blocos, analisando seu fluxo comercial de 2000 a 2018, a partir do índice de comércio intraindústria. Para a realização do trabalho utilizou-se dados secundários sobre importação, exportação e produtos comercializados, além da análise de barreiras aplicadas. Os resultados evidenciam que, apesar do aumento do fluxo comercial dos blocos no período, não houve crescimento no número de setores com integração intraindustrial, devido a diferença na pauta exportadora de ambos. Além disso, observa-se que as tarifas não são o maior empecilho para a ampliação das trocas, mas sim, o elevado número de normas regulamentares de acesso aos mercados, tanto no Mercosul como União Europeia.
Este artigo contextualiza a condição de subdesenvolvimento do Brasil e as alternativas para superá-la comparando as abordagens de dois importantes intérpretes da formação econômica do país, Celso Furtado e Fernando Henrique Cardoso. Embora os autores se aproximem em diversos aspectos, há outros em que divergem, em especial quanto aos caminhos para superar o subdesenvolvimento do Brasil. A análise das duas perspectivas indica que, sob um prisma, Furtado busca apresentar soluções para superar o subdesenvolvimento por meio do direcionamento das forças produtivas para o desenvolvimento tecnológico e facilitar o processo de acumulação, em sentido a endogeneização do desenvolvimento, baseada nas melhorias para a coletividade e aumento da autonomia externa. Por outro lado, Cardoso vê nas relações internacionais possibilidades de acelerar os ganhos e abreviar etapas em termos tecnológicos, através de atuação responsável do Estado em um regime político democrático.
