One of the greatest peculiarities of the Spanish system of minimum income benefits is its complex organisation. There is a wide variety of specific means‐tested benefits whose management and financing depend on the central government. They are designed to protect different contingencies, providing very different levels of protection. On the other hand, the general risk of poverty is covered by regional governments without any coordination and financing from the central government. In this article, we provide a picture of the possibilities and limits of the current set of welfare benefits, focusing especially on its effectiveness in terms of reducing poverty. Our findings show that most benefits are clearly insufficient to cover the risk of poverty in terms of both incidence and intensity. The results show the need for the redesign of the system to better articulate existing benefits in order to prevent new forms of poverty and to respond to emergency situations.
Key Practitioner Message: • The Spanish system of minimum income benefits consists of a varied mosaic of benefits that provide very different levels of protection for individuals or households with similar needs; • The contribution of these benefits to the reduction in poverty in Spain is very modest and significantly lower than that of contributory pensions; • The protection provided by MIBS is also unequal by population categories.
Resumen. El sistema de Servicios Sociales fue concebido en un contexto social muy distinto al actual, caracterizado por el pleno empleo, el elevado potencial integrador de las familias tradicionales y el bajo volumen de personas mayores dependientes. Los cambios sociales de las últimas décadas, tanto en materia de empleo, modelos familiares o aumento de la esperanza de vida como las drásticas consecuencias de la crisis en muchos hogares, han puesto sobre la mesa algunas dificultades profesionales que avivan los debates tradicionales en torno a la indefinición del objeto de su acción, la población diana, su carácter generalista o polivalente, la aparición de nuevos actores o la propia definición de competencias en materia de diseño, gestión y financiación. El objetivo de este artículo es avanzar en la reflexión sobre cuál debe ser la respuesta del actual modelo de Servicios Sociales a las nuevas necesidades sociales y profesionales. Las cuestiones que se presentan son resultados preliminares de un proceso de reflexión entre profesionales de los Servicios Sociales que ha comenzado a desarrollarse en la Comunidad Foral de Navarra. Si bien el modelo de Atención primaria de Navarra posee especificidades importantes con el de otras comunidades autónomas, las reflexiones iniciadas acometen debates que buscan contribuir a enfrentar cuestiones clave para los servicios sociales en España. La pérdida de capacidad integradora del empleo y la baja oferta laboral ponen sobre la mesa la necesidad de repensar muchos de los compromisos de activación vinculados a las políticas sociales de inclusión. A partir de 9 programas de inclusión sociolaboral se presentan algunas reflexiones que ponen de manifiesto la limitación de los dispositivos, sus potencialidades, y sus diferencias en términos de capacidad de integración. Con ello se arroja luz sobre 4 resultados clave: la necesaria transversalidad de las acciones para el empleo y los servicios sociales, la importancia de crear oportunidades de empleo para las personas usuarias de los servicios sociales, la atención multidimensional de las acciones ofertadas y el reconocimiento de vías de inclusión alternativas al empleo. Estos resultados ponen de manifiesto la necesidad de afrontar un cambio de modelo de atención que, en la línea de recomendaciones europeas, debe apostar por políticas de inversión social.
