A relação entre educação e desenvolvimento econômico não é, de forma alguma, linear e para discuti-la cabe tecer algumas considerações preliminares. Quando Marx analisa a circulação e a reprodução do capital, no volume II de sua obra O Capital, ele nos mostra como essa reprodução envolve também a reprodução das classes sociais. No que se refere à classe trabalhadora, reproduzi-la implica manter em condições de trabalhar não só os que estão na ativa, mas aqueles que se encontram no exército de reserva, e mais, implica produzir as novas gerações para que o circuito do capital não se interrompa.Nessa perspectiva, reproduzir a classe trabalhadora envolve, para além do trabalho assalariado, que lhe garante parte da sobrevivência, o trabalho realizado fora das empresas, tais como as atividades desempenhadas no âmbito da família (trabalho doméstico não pago), nos hospitais que garantem a saúde do trabalhador, nas instituições de lazer e de consumo, que além de lhe proporcionar a reposição de suas energias ainda operam como instâncias formativas, e a escola, que atua diretamente na produção das qualificações necessárias para o exercício do trabalho.
Este artigo analisa a formação de egressos dos cursos de atendente de consultório dentário (ACD) e de técnico em higiene dental (THD), procurando compreender a importância dos cursos técnicos na melhoria do desempenho profissional, da renda individual e familiar, assim como a sua importância para uma melhor inserção no mercado de trabalho. Mostra que, apesar das deficiências assinaladas pelos egressos, a escola os qualificou adequadamente para o desempenho de suas funções. No entanto, as dificuldades por eles encontradas em termos de representação coletiva, a falta de prestígio social e a baixa credibilidade e respeito profissional que lhes consagram os cirurgiões-dentistas permanecem como problemas a serem enfrentados. A falta de legitimidade profissional que ainda os caracteriza faz com que os auxiliares da odontologia fiquem à mercê das oscilações do mercado de trabalho e das políticas de saúde. O artigo sustenta que a regulamentação dessas categorias de trabalhadores pode significar proteção técnica e ética, evitando a formação de monopólios profissionais e assegurando normas de eqüidade e justiça sociais para os profissionais da saúde bucal.
Discute-se, neste artigo, a concepção de inclusão social na política pública de qualificação profissional veiculada pelo Plano Nacional de Qualificação (PNQ 2003-2012). No PNQ, a dimensão ‘social’ tem destaque se comparado com o plano anterior, com intuito de superar as críticas do plano anterior e contemplar a minimização da pobreza como estratégia de governabilidade. Para apreendermos a contradição no discurso oficial e confrontarmos aparência e essência, realizamos a pesquisa documental e empírica que permitiu o cotejamento entre os dados coletados. Identificamos que, embora no PNQ apregoe a universalização da política de qualificação, o que se materializa é a focalização em público prioritário como, por exemplo, os pertencentes a Economia Solidária. IDEOLOGY OF SOCIAL INCLUSION IN THE NATIONAL QUALIFICATION PLAN (NQP)Abstract: This article discussed the concept of social inclusion in the public policy of professional qualification disclosed by the National Qualification Plan (NQP-2003- 2012). In the NQP, the 'social' dimension stands out if compared with the previous plan, with the intention of overcoming the criticisms of the previous plan and, contemplate minimizing poverty as a governability strategy. To apprehend the contradiction in official speech and to confront appearance and essence, we have realized an empirical and documentary research that allowed collating between the data collected. We have identified that although the NQP proclaims the universalization of qualification policy, what is materialized is the targeting on priority public, as for instance, those belonging to the Solidarity Economy.Keywords: Professional qualification.
