Introdução: O estudo examina o crescimento da produção científica brasileira no período 1990 – 2017, com base em amostra composta por aproximadamente 5,8 milhões de artigos científicos indexados à plataforma Lattes. Foram identificados pontos de mudança na taxa de crescimento exponencial da produção científica em oito grandes áreas do conhecimento. Tais pontos, estimados através de um modelo de crescimento exponencial, segmentam a produção científica em períodos marcados por taxas constantes de crescimento. A periodização dos resultados facilita a contextualização da produção científica frente às políticas científicas implementadas nas últimas décadas. Objetivo: produzir indicadores para insumos de discussões sobre o desempenho recente da ciência nacional e contribuir com análises que têm como base de dados informações disponibilizadas na Plataforma Lattes. Metodologia: destaca a Plataforma Lattes como banco de dados essencial ao entendimento da ciência brasileira e, a partir da coleta de dados, aplica modelos de regressão segmentada que compreendem as transformações quantitativas da atividade científica ao longo do período analisado. Resultados: Constataram que o total da produção científica brasileira cresceu a uma taxa exponencial anual de 6,61 % entre os anos de 1990 a 2017, porém observando uma desaceleração do crescimento da produção científica nas áreas avaliadas na primeira metade da década de 2000. As áreas de Ciências da Saúde e Biológicas registraram as menores taxas de crescimento. Conclusões: reforçam a relevância da Plataforma Lattes nas avaliações da produção científica nacional, e apontam novos caminhos e indagações para pesquisas futuras que poderão contribuir à compreensão do status quo do fazer científico brasileiro.
This article aims to discuss how technological production has been affected by new organizational patterns of funding and evaluation, international transformations in terms of the reorganization of research centers, and changes in innovation practices. Researchers and scientists have had their activities redefined through new organizational formats that today are well-established. The purpose here is to verify the impacts that these tendencies have had on the scientific and technological production of Public Research Institutes. We analyzed the case of the Technological Research Institute (Instituto de Pesquisas Tecnológicas-IPT) and found that from the 1990s onwards, research institutions in Brazil internalized organizational forms that enabled them to place themselves in the international agenda as reputational agents, and that the IPT internalized an international agenda, hiring new services and with new budgets. The institutions of scientific research tended to align their interests with hegemonic devices and to withdraw the participation of agents not able to make explicit the new formulas for recognition in the scientific field.

Este artigo discute as relações entre a trajetória institucional do Instituto de Pesquisas Tecnológicas (IPT) e as mudanças nas políticas de CT&I estaduais e federais, tratando de identificar os pontos de inflexão, que impactaram suas rotinas organizacionais. O objetivo é compreender as estratégias que o Instituto, seus dirigentes e pesquisadores assumem face às transformações do contexto em que estão inseridos. Os conceitos de trajetória, evolução e aprendizagem, rotinas e rede tecnoeconômica são os norteadores do trabalho. Após um breve histórico das transformações mais relevantes sofridas pela instituição, entre 1970 e 1998, o trabalho foca na última década e na análise da experiência Centro de Engenharia Naval e Oceânica do Instituto de Pesquisas Tecnológicas (CNAVAL/IPT). A abordagem metodológica é de caráter exploratório, combinando entrevistas com atores chaves, pesquisa documental, análise de dados primários e secundários e revisão da literatura sobre as transformações dos Institutos Públicos de Pesquisa (IPPs) no Brasil.
This article discusses the relationship between the institutional trajectory of the Institute for Technological Research (IPT) and the changes in ST&I policies, trying to identify the inflection points which impacted their organizational routines. The objective is to understand the strategies that the Institute, their leaders and researchers assume face to the changing context in which they live. The concepts of trajectory, evolution, organizational learning, routines and techno-economics network are guiding this article. Resumo Este texto pretende discutir como a produção tecnológica vem sofrendo efeitos das transformações internacionais em termos de reorganização institucional dos centros de pesquisa. Técnicos e cientistas tiveram suas atividades a partir de novos formatos organizacionais que se estabelecem atualmente. A globalização e a internacionalização do campo científico representam tendências que têm afetado fortemente a constituição dos grupos sociais que conduzem a prática tecnológica em âmbito mundial. Hoje é possível detectar processos globais de articulação de empresas, laboratórios e instituições públicas de pesquisa criando uma ciência e uma tecnologia ao mesmo tempo desenraizadas e assimétricas. As questões colocadas para os países em desenvolvimento são como a internacionalização da pesquisa científica está impactando nas instituições nacionais e como as elites científicas nacionais se comportam frente aos novos parâmetros de financiamento da Pesquisas Tecnológicas. O intuito deste texto é verificar como essas tendências estão impactando na produção científica e tecnológica dos Institutos Públicos de Pesquisa.
