As políticas nacional e distrital de recursos hídricos possuem como diretriz geral de ação a articulação entre o planejamento dos recursos hídricos e os setores usuários de água, introduzindo novos paradigmas de gestão descentralizada e participativa, com intuito de agregar a sociedade no processo de tomada de decisão. Este estudo objetivou compreender a governança hídrica sob o olhar dos cidadãos do Distrito Federal (DF), a fim de identificar o nível de participação social na gestão distrital. A metodologia consistiu na análise de 200 questionários aplicados aos cidadãos do DF. Os resultados evidenciaram que parte significativa dos respondentes não conhecem os instrumentos, e não se engajam na governança dos recursos hídricos. O grau de escolarização tem efeito positivo, mas não determinante no processo de participação. Os principais motivos que levaram a este quadro são as falhas na divulgação, o formalismo dos espaços e o histórico de pouco envolvimento do coletivo brasileiro.
