This is a study of the Fórum da Liberdade (FL), an annual event organised by the Brazilian think tank Instituto de Estudos Empresariais, an Atlas Network partner. Based on critical theory, this study is aimed at casting light on the role played by the FL in promoting US hegemony in the realm of ideas. Drawing on an analysis of all the forums over 30 years from its inception in 1988 until 2018, we demonstrate that this hegemony is based on the neoliberal economic model. We examine the presenters, the sponsors, the main themes and the award winners. We find that a) the FL privileges speakers who support the neoliberal ideal – mostly male politicians, entrepreneurs, and members of neoliberal think tanks in Brazil and elsewhere; b) the FL has been internationalising, embracing an absolute majority of speakers from the USA, and strengthening ties with its major partner, the North American Atlas Network; c) the FL helps build electoral platforms by privileging politicians who support its economic ideals; and d) the FL promotes the US neoliberal agenda via financial support from the entrepreneurs who fund the annual events, and an ‘intelligentsia’ that legitimises the ideas presented at those events. RESUMEN Introdução: Analisamos o uso de dois institutos liberais brasileiros (o Instituto Liberal do Rio de Janeiro e o Instituto de Estudos Empresariais do Rio Grande do Sul) como aparelhos privados de hegemonia. A partir da Teoria Crítica Neogramsciana, demonstramos a hegemonia dos Estados Unidos na criação de consenso a partir de estratégias de internacionalização de interesses, práticas e valores de uma classe econômica dominante. Para isso, são utilizados institutos “parceiros” como a estadunidense Atlas Network no Brasil. Materiais e Métodos: Examinamos as estruturas, o funcionamento e as práticas destes dois Institutos brasileiros, bem como a trajetória de seus quadros dirigentes e as suas conexões internacionais com os EUA. Para isso, criamos uma base de dados própria para cada Instituto e eles foram analisados a partir de documentos primários e secundários. Resultados: Encontramos uma relação de simbiose entre o Instituto Liberal do Rio de Janeiro e o Instituto de Estudos Empresariais do Rio Grande do Sul, de um lado, e o Atlas Network, de outro, na divulgação e naturalização do ideário neoliberal. Discussão: Mais do que apresentar o estreito laço entre duas camadas dominantes nos EUA e Brasil e seus esforços na promoção de uma agenda neoliberal, este artigo nos incita a refletir sobre práticas e conceitos relativamente esquecidos (ou marginalizados) na Ciência Política e nas Relações Internacionais, como “imperialismo”, “hegemonia” e o papel da “ideologia” na manutenção da estrutura econômica dominante. Além disso, nos faz também questionar o papel predominante que o “Estado”, enquanto entidade única e detentora do “interesse nacional”, recebe nessas mesmas áreas de conhecimento. Mais especificamente, permite retomar abordagens teóricas fundamentais para entendermos o papel das classes dominantes na criação de consensos para países e classes subalternas com o objetivo de manutenção das estruturas hegemônicas.
Esse trabalho busca repensar as Relações Internacionais a partir de lentes sociológicas e neogramscianas levando em conta o papel da hegemonia estadunidense no âmbito latino americano através de práticas de consenso. Esse estudo apresenta as estratégias de internacionalização de uma classe dominante na promoção do modelo capitalista neoliberal estadunidense utilizando-se de instituições e indivíduos parte dessa mesma classe. Para isso, se analisa o papel que o National Endowment for Democracy e a Atlas Network vem desempenhando na América Latina enquanto veículos de estratégia para manutenção da hegemonia estadunidense. Como resultado, encontramos uma relação de proximidade entre esses institutos e o Departamento de Estado além de uma relação de simbiose entre os institutos latino-americanos e os estadunidenses na divulgação e naturalização do ideário neoliberal. Mais do que apresentar o laço entre duas camadas dominantes e seus esforços na promoção de uma agenda neoliberal, esse estudo nos incita a refletir acerca de práticas e conceitos relativamente marginalizados nas Relações Internacionais como imperialismo, hegemonia e o papel da ideologia na manutenção da estrutura econômica dominante.
