This is a study of the Fórum da Liberdade (FL), an annual event organised by the Brazilian think tank Instituto de Estudos Empresariais, an Atlas Network partner. Based on critical theory, this study is aimed at casting light on the role played by the FL in promoting US hegemony in the realm of ideas. Drawing on an analysis of all the forums over 30 years from its inception in 1988 until 2018, we demonstrate that this hegemony is based on the neoliberal economic model. We examine the presenters, the sponsors, the main themes and the award winners. We find that a) the FL privileges speakers who support the neoliberal ideal – mostly male politicians, entrepreneurs, and members of neoliberal think tanks in Brazil and elsewhere; b) the FL has been internationalising, embracing an absolute majority of speakers from the USA, and strengthening ties with its major partner, the North American Atlas Network; c) the FL helps build electoral platforms by privileging politicians who support its economic ideals; and d) the FL promotes the US neoliberal agenda via financial support from the entrepreneurs who fund the annual events, and an ‘intelligentsia’ that legitimises the ideas presented at those events. Resumo: A partir de uma abordagem neogramsciana que privilegia o papel da hegemonia e da manutenção da dependência por meio do consentimento, esse trabalho trata de um esforço para a compreensão da atuação de institutos liberais brasileiros parceiros da estadunidense Rede Atlas e seu papel na difusão das ideias no governo brasileiro. Mais especificamente, busca-se compreender como que se dá a triangulação entre Atlas, institutos liberais brasileiros e dirigentes econômicos no contexto do governo Jair Bolsonaro. Para isso, foram coletados dados primários e condensados em gráficos e figuras em NodeXL e Excel. Como resultado, percebemos a Atlas como ferramenta de manutenção hegemônica estadunidense no Brasil que atua por meio de práticas político-pedagógicas impactando na institucionalização do projeto neoliberal.
A proposta do presente artigo é investigar de que maneira ocorreu o processo de securitização (política e econômica) na América do Sul e seus reflexos na Argentina durante a sua última ditadura militar (entre 1976-1983). Trata-se de pesquisa exploratória e bibliográfica, que utiliza fontes interdisciplinares, nacionais e estrangeiras. Como resultados parciais da pesquisa, entende-se a possibilidade de aplicar as categorias da teoria da securitização no contexto da ditadura argentina, de modo a identificar o objeto referente, os atores securitizantes e o ato de fala capaz de definir a ameaça à segurança. A figura do inimigo interno, qualquer um que se manifestasse contra autoridade ou ideologia da ditadura, foi amplamente utilizada. É digno de nota a inclusão também do “subversivo econômico”, qualquer um que representasse ameaça aos interesses econômicos da elite dirigente, incluindo empresas competidoras e integrantes do movimento sindical, que foram duramente reprimidos em ações conjuntas entre as forças de segurança e parte do setor empresarial colaboracionista.
