ResumenEl propósito de este artículo es identificar los rasgos más prominentes del modelo de polí-tica familiar de los países del sur de Europa. Su principal tesis es que este modelo no debe buscarse en las medidas explícitas destinadas al campo estricto de la política familiar, sino en las características más marcadas de los sistemas de bienestar mediterráneos, entre las que cabe destacar un mercado de trabajo muy desequilibrado en términos de género, una extensión generalizada de la vivienda en propiedad y un conjunto de valores familiaristas ampliamente compartidos que contribuyen a su reproducción. Si bien la baja tasa de ocupación femenina se halla probablemente asociada con una escasez de medidas amigables para las familias, este modelo se reproduce porque los servicios de atención a los miembros de la familia no se externalizan al mercado. Ello no tan sólo inhibe la terciarización, sino que también dificulta el planteamiento de demandas al Estado de bienestar en favor del desarrollo de medidas de política familiar. Articulation between family and welfare state in Southern European countriesThe purpose of this article is to identify the most prominent features of a family policy model in Southern European countries. The main contention is that such a model must not be sought in the explicit measures regarding the strict field «family policy», but in the main characteristics of Mediterranean welfare regimes, including a heavily gender-biased labour market, a widespread prevalence of home-ownership, and a set of widely shared familyorientated values that contribute to its reproduction. While a low rate of female employment is probably associated with a lack of family-friendly provisions, the model is reproduced because care services within the family are not externalized to the market. This not only inhibits tertiarization, but also hinders demands for family policy measures from the welfare state.
RESUMENEn el presente artículo analizamos en primer término el impacto diferencial de la paternidad y de la maternidad sobre las trayectorias laborales. El análisis longitudinal de datos de la Seguridad Social muestra como el nacimiento de un primogénito se configura como punto de inflexión a partir del cual en nuestro país divergen el conjunto de trayectorias laborales femeninas y masculinas de forma que el acceso a la paternidad aparece claramente asociado con una mayor dedicación al empleo por parte de los padres. Esta constatación nos induce a explorar el desarrollo de la política social de la paternidad en España en la medida en que la implicación paterna en el cuidado de los hijos constituye un factor clave tanto para lograr una mayor igualdad de oportunidades entre mujeres y hombres como para mejorar el nivel de bienestar infantil. Para ello, nos centramos en el desarrollo de las licencias parentales en relación a los hombres para pasar luego a estudiar desde una perspectiva comparada la evolución de la regulación del sistema de licencias parentales en nuestro país. A continuación analizamos datos y proponemos indicadores sobre la percepción de las prestaciones percibidas por padres tras el nacimiento de un hijo, a partir de la ampliación del permiso de paternidad en 2007, coincidiendo justo con el inicio de la crisis en nuestro país. Este artículo analiza los factores que inciden en la implicación paterna en el cuidado de los hijos. La importancia analítica del cuidado de los menores radica tanto en su elevada exigencia temporal como en su papel en la distribución de roles de género en el seno de las parejas. El cuidado físico es aquel en el que con más intensidad se materializan las diferencias de género. Las dos ediciones de la Encuesta de Empleo del Tiempo (EET) española (2002-03 y 2009-10) nos sirven para analizar la relación existente entre el aumento del tiempo dedicado por los padres al cuidado físico y el crecimiento del desempleo masculino durante la crisis económica. Los resultados evidencian la importancia de la desocupación en la mayor implicación paterna. No obstante, estos resultados obligan a la cautela sobre la consistencia de este mayor compromiso una vez se ha iniciado la recuperación progresiva de la ocupación masculina.
