Forest and landscape restoration (FLR) is being carried out across the world to meet ambitious global goals. However, the scale of these efforts combined with the timeframe in which they are supposed to take place may compromise the quality of restoration, and thus limit the persistence of restoration on the landscape. This paper presents a synthesis of ten case studies identified as FLR to critically analyse implemented initiatives, their outcomes, and main challenges, with an eye to improving future efforts. The identified FLR projects are diverse in terms of their spatial coverage, objectives; types of interventions; and initial socioeconomic, institutional, and environmental conditions. The six principles of FLR—which have been widely adopted in theory by large global organisations—are inadequately addressed across the initiatives presented here. The identified FLR project or interventions, although expected to offer diverse benefits, face many challenges including the lack of long-term sustainability of project interventions, limited uptake by regional and national agencies, limited monitoring, reporting and learning, poor governance structures, and technical barriers, which are mainly owing to institutional weaknesses. On the basis of these cases, we propose that the best pathway to achieving FLR is via an incremental process in which a smaller number of more achievable objectives are set and implemented over time, rather than setting highly ambitious targets that implementers struggle to achieve.
World Heritage is the pinnacle of the recognition of the natural, aesthetic, and cultural value of a place on the planet. Since its inception in 1972, over 1100 sites have received World Heritage status. Many of these places are being challenged by the effects of climate change. Urgent action is needed to build the resilience and adaptive capacity of World Heritage sites in the face of climate change threats to come. The Wet Tropics of Queensland World Heritage Area (WTWHA) is one of the most effectively regulated and managed protected Areas in the world. This includes the scientific evidence upon which that regulation and management is based. However, there is growing evidence that climate change impacts are a clear and present threat to the Outstanding Universal Value (OUV) upon which the listing is based. This challenges the very concept of OUV and points to the business-as-usual regulation and management not being sufficient to deal with the threat. It also calls for quantum changes in the approaches to protecting natural and cultural heritage and the OUV in World Heritage Areas. This WTWHA case study gives insights into the journey travelled and the pathways that need to be laid out to protect our most cherished internationally recognised natural and cultural landscapes. We demonstrate the importance of evidence in support of advocacy and management action to address the clear impacts of climate change on species, ecosystems, people, and societies living in the WTWHA. The strategic and climate adaptation plans provide the framework upon which these actions take place. Community engagement in the delivery of mitigation, adaptation, and resilience policy is key to the long-term future of the WTWHA.
Globally, Forest and Landscape Restoration (FLR) is gaining widespread recognition from governments and policymakers for its potential to restore key ecosystem services and to improve human wellbeing. We organized an international conference on FLR, titled—Forest and Landscape Restoration: Making it Happen, between 25–27 February 2019 in Manila, the Philippines with 139 participants from 22 countries. The Forest and Landscape Restoration Standards (FLoRES) task force also met prior to the conference, which included a field visit to a pilot community-based forest reforestation site in Biliran Island, the Philippines. Based on the three-day conference, case study presentations, and FLoRES task force meeting, we prepared the Manila Declaration on Forest and Landscape Restoration to highlight the need to support quality of FLR efforts and outcomes in the tropics. Here we provide a synthesis of the main messages of the conference, with key outcomes including the Manila Declaration on Forest and Landscape Restoration, and ways forward to make quality FLR happen on the ground.
This paper evaluates the financial performance and risk of high-value tropical forestry under the challenges faced by smallholders, using Vanuatu sandalwood as a case study. We developed a financial model to predict returns from smallholder-based sandalwood plantations. The model was used to investigate the following issues typically faced by smallholders: (i) what is the financial impact of smallholders harvesting trees at young ages because of fear of theft or cyclone damage? (ii) how does the opportunity cost of labour impact on the financial returns of sandalwood? and (iii) what are the current opportunities for smallholders to finance the establishment of sandalwood plantations and how might these be improved? Data were collected from expert interviews and relevant literature. We found that smallholder sandalwood can be a profitable investment, but tree security issues and environmental risks are leading to early harvest and an associated 64% reduction in potential returns. To improve the profitability and attractiveness of sandalwood plantations to smallholders, the following key issues must be addressed: (i) risks associated with tree theft need to be dramatically reduced; (ii) earlier returns from planting systems must be planned for smallholders with more immediate needs; and (iii) greater access to financial services is needed, including loans with competitive borrowing rates, particularly to increase the scale of planting for individual smallholders that might be constrained by labour. Theft mitigation can include fencing, patrolling, microchip tagging, all of which add significant maintenance cost. Formalised social and governance structures within and between villages, may be more cost-effective in improving tree security. Incorporating agricultural crops into systems helps produce earlier financial returns, and more rapid payback. Accessible loans can allow for upscaling of smallholder systems that are limited to household labour for plantation management, harvesting, and processing the logs.
