L’article fait état des transformations et enjeux actuels de l’action communautaire autonome au Québec. Il s’inspire d’un rapport de recherche réalisé sur les rapports d’activités des organismes communautaires et de groupes de discussions exécutés avec ses dirigeants. À partir des enjeux identifiés, l’article soulève les nouveaux défis de l’action communautaire autonome dans un contexte de rationalisation et comment les organismes en santé et services sociaux réussissent à s’inscrire dans un projet de participation et démocratisation social.
Cet article porte sur l’intervention socio territoriale intégrée comme stratégie d’intervention en matière de lutte contre la pauvreté. Il met en lumière certaines perspectives d’action et pose un regard sur les enjeux transversaux aux pratiques explorées. Trois sources empiriques portant sur l’analyse de diverses pratiques en développement social et revitalisation intégrée ont alimenté cette réflexion. Il ne s’agit pas ici de présenter les résultats de ces études, mais de proposer une réflexion sur cette stratégie d’intervention à partir des enseignements et observations des initiatives étudiées en situant l’émergence du paradigme de l’intervention socio territoriale, en exposant les perspectives d’action qui s’y déploient et en ouvrant sur des enjeux transversaux.This article discusses integrated socio-territorial intervention as an intervention strategy in the fight against poverty. It sheds light on some action perspectives and takes a look at transversal stakes on explored practices. Three sources of empirical analysis on diverse practices in social development and integrated revitalization have fed this reflection. The goal here is not to present the results of those studies but to propose a reflection on this intervention strategy using the teachings and observation of the initiatives that were studied by situating the emergence of the paradigm of integrated territorial and social intervention; by exposing the action perspectives that are deployed and by exploring transversal stakes
Le présent article présente les résultats d’une analyse documentaire des rapports d’activités de deux cents groupes communautaires oeuvrant en santé et services sociaux financés par le Programme de soutien aux organismes communautaires. L’analyse critique porte sur le processus de reddition de comptes des groupes communautaires et la manière dont les organismes rendent compte de leurs actions dans leur rapport, à partir des critères déterminés par le cadre de référence et comment ils arrivent à travers ce processus à mettre en évidence leurs contributions et spécificités. De cet examen se dégage une analyse des discours et des enjeux d’autonomie de l’action communautaire.
