In the last decade, the debate on the governance of water, energy, and food (WEF) has intensified, spurring the emergence of the term "nexus governance." In general, the reduction of trade-offs and construction of synergies between WEF have been placed on the scientific, political, and economic agenda. However, although increasingly used, it is difficult to find a clear meaning and definition of what the term represents. Based on a systematic literature review (SLR), using text-mining and machine learning algorithms, this article investigates what are the conceptual basis of the nexus governance debate, and attempts to clarify the main themes, networks, and gaps within this literature. The analysis is based on quantitative and qualitative methods, combining social network analysis (SNA) and discourse analysis (DA). The results highlighted that twenty-four governance-related concepts support this literature, breaking down into eight groups: water and basin governance; environmental and systems governance; risk and resource security governance; economic governance; global governance; urban governance; integrative and cooperative governance; and "epistemic" and transdisciplinary governance.
The COVID-19 pandemic posed challenges for healthcare systems and political leaders across the globe. In this case study of Brazil, we argue that leadership failings at the highest level contributed to Brazil's relatively high and escalating death rates during 2020. Drawing on an analysis of a large amount of textual documentation drawn from media reports, we emphasise the role and consequences of President Jair Bolsonaro's political discourse and prioritisation of the economy. We focus on the first wave that swept across the globe between January and late June of 2020, arguing that Bolsonaro underplayed the seriousness of the epidemic, leveraged misinformation as a political strategy, promoted pseudoscience, and undermined the Ministry of Health. He also confronted subnational governments for adopting lockdown measuresa move that enabled him to blame regional governors for the short-term economic costs of COVID-19 related restrictions. We suggest that his denialist approach to climate change paved the way for his subsequent denialism of the seriousness of COVID-19 and for his undermining of social distancing, mask-wearing and other preventative responses supported by science. These sobering findings highlight the role that national leaders can play in undermining scientific approaches to both public health and the environment.
This study explores how the concept and research on the water-energy-food (WEF) nexus has evolved over time. The research uncovers the key terms underpinning the phenomenon, maps the interlinkages between WEF nexus topics, and provides an overview of the evolution of the concept of WEF nexus. We analyzed published academic literature from the Scopus database and performed both qualitative and quantitative analyses using Natural Language Processing method. The findings suggest that the nexus approach is increasingly evolving into an integrative concept, and has been incorporating new topics over time, resulting in different methods for WEF nexus research, with a focus on interdisciplinary and inter-sectoral analyses. Through the five periods outlined, we have identified the nexus approach debate focused on the following predominant topics: i) Trend 1 (2012–2016) debates on WEF nexus for water management and natural resource security, ii) Trend 2 (2017–2018) linkages between the nexus, the sustainable development goals and green economy, iii) Trend 3 (2019) WEF nexus governance and policy integration, iv) Trend 4 (2020) application of the nexus concept on different scales, including regions, countries, watersheds, urban areas as well as other components coupled to the WEF nexus, and, v) Trend 5 (2021) climate change and urban nexus challenges.
