Tras la japonesa, la población española es la segunda población que más envejece. Ante esta situación y la omnipresencia de las nuevas tecnologías, el uso de Internet y las TIC en la vida cotidiana se hace imprescindible para las personas mayores. El último informe del IMSERSO establecía que solo se habían conectado a Internet en los últimos tres meses un 15,6% de las personas entre 65 y 74 años. Estos datos muestran la existencia de una brecha digital de carácter generacional que debe ser superada. Los estudios que han abordado esta problemática se han centrado más en aspectos regionales, y los específicos sobre la relación entre edad e Internet han abordado solo la intensidad de uso vinculada a intervalos de edades. Otros estudios han introducido variables como el nivel económico o educativo. Frente a esta realidad, las políticas públicas han pretendido disminuir esta brecha digital generacional mediante diferentes proyectos de alfabetización mediática y e-learning, sin lograr su objetivo por el deficiente planteamiento metodológico de los cursos. Este artículo propone una serie de nuevas perspectivas metodológicas a la hora de abordar el diseño de programas de alfabetización digital de las personas mayores basadas en criterios tales como el grado de autonomía o falta de la misma para la vida cotidiana así como el desarrollo de programas basados en el contextualismo, incrementalismo, motivación y proceso de absorción.This article is based on the fact that the Spanish population is aging, and is second only to Japan in its total number of senior citizens. Given this situation and the omnipresence of new technologies in everyday life, the use of Internet and ICT for older people is essential. The latest report by IMSERSO shows that only 15.6% of people aged be tween 65 and 74 connected to the Internet in the 3-month period measured. The data seem to show that there is a generational digital divide to be overcome. The studies that have addressed this issue have focused more on regional and specific aspects of the relationship between age and Internet use intensity, and these studies use age ranges as criteria. Other studies have introduced variables such as seniors’ economic situation or educational level. With this in mind, public policies have sought to reduce this generational digital divide through a number of media literacy and e-learning projects but without success due to their poor methodological approach. This paper proposes a number of new methodological approaches to tackle the design of digital literacy programs for older people based on criteria such as degree of autonomy and the possibilities for enjoying everyday life, proposing the development of programs based on contextualism, incrementalism, motivation and absorption processes
Administración electrónica y e-inclusión de las personas mayorese-Administration and the e-inclusion of the elderly Abstracts[ES] Introducción: El uso de Internet por parte de las personas mayores para realizar gestiones con la Administración pública y las empresas no ha sido suficientemente estudiado. Los datos del censo publicados por el INE en julio de 2015 confirman el envejecimiento poblacional en España así como el escaso uso del grupo social de mayor edad de la Administración electrónica. El objetivo de este trabajo es profundizar en las razones del empleo limitado de la Administración electrónica y los trámites online por parte de los mayores internautas. Metodología: Se estudian las motivaciones y frenos en la utilización de tales trámites, según un riguroso análisis de la bibliografía científica publicada así como de las diversas encuestas realizadas sobre la cuestión por instituciones públicas y privadas. Resultados y Conclusiones: Los resultados muestran una aceptación del empleo de los recursos electrónicos para las tareas más rutinarias y sencillas debido a la rapidez y comodidad que proporcionan, al tiempo que fomentan la autonomía y el empoderamiento de las personas mayores. Si bien, se plantean una serie de aspectos que condicionan negativamente su utilización, sobre los que se debe incidir para favorecer una mayor inclusión digital de este grupo poblacional y que son abordados en la discusión de esta propuesta. aim of this work is to take a close look at the reasons for this limited use of electronic administration and online procedures by older Internet users. Methodology: The causes and obstacles in the use of these processes are studied, following a strict analysis of the scientific bibliography together with the assorted surveys carried out on the issue by public and private institutions. Results and Conclusions:The results show acceptance of the use of electronic resources for the most routine and simple tasks due to the speed and convenience they offer while simultaneously promoting the autonomy and empowerment of the elderly. However, there is a series of points that have a negative effect on their use that must be addressed in order to favour greater digital inclusion of this age group; these are dealt with in the discussion of this proposal.
Media literacy among older people is a priority in the current social environment of an aging population combined with the technological omnipresence of the media in all its diverse manifestations. The ability to access, analyze, create, and share various types of messages in different formats across these multiple media is fundamental for social participation and personal fulfilment of senior citizens. Media literacy is the key to these media empowerment processes being real and effective, allowing for an active and enjoyable old age.
