This paper theoretically reflects on the direction of Organizational Studies (OS) in Latin America and presents an investigation agenda to meet the needs and particularities of our region. In this regard, the need to avoid importation of conceptual models and solve the historical tension in the Administration field has emerged in the Western world. The paradigmatic break that arose in OS during the 1960s had its regional correlate in the last years. This led to a real investigation program that shows promising signs of vitality in Latin-American OS and a strong process of institutionalization of their own paradigm. knowledge generated in Europe, the United States, and Latin-American countries (for example, Ramos, 1958), it is difficult to defend decolonization epistemology (Mignolo, 2011).
El interés por los proyectos y su utilización para la implementación de la estrategia organizacional ha aumentado vertiginosamente en los últimos años a nivel mundial. De ahí, que contar con un sistema de Gestión de Proyectos que responda a las exigencias de adaptabilidad y flexibilidad, por un lado, y la eficiencia en la asignación de recursos, por el otro, resulte de vital importancia en términos de una gestión exitosa. En el interés por medir la capacidad de las organizaciones para gestionar sus proyectos exitosamente, han surgido los Modelos de Madurez en Gestión de Proyectos P3M. Éstos permiten evaluar a las organizaciones así como establecer rutas de mejoramiento con base en el nivel de madurez deseado por éstas, de acuerdo a sus condiciones y características. Sin embargo, son pocos los esfuerzos en términos de lograr la madurez en proyectos articulada con la implementación de estrategias. Por su parte, este artículo reporta los resultados obtenidos durante más de cinco años de investigación teórica y aplicada, que han dado como resultado el Modelo de Madurez CP3M© V5., desarrollado en la Universidad del Valle – Colombia.
El proceso de ordenamiento territorial que se viene realizando en el país a partir de la expedición de la Ley 388 de 1997 (de Desarrollo territorial), es quizás una de las transformaciones más substanciales que ha sufrido el ejercicio de la planificación de los municipios en Colombia. Sin embargo, aún existe un gran camino por recorrer hacia la implementa- ción de una verdadera cultura de planificación y de gestión integral del territorio. En este contexto, el presente artículo presenta los resultados de un proyecto de investigación que propone los fundamentos de un modelo de evaluación de los planes de ordenamiento territorial municipal en el país. Su particularidad radica en la integración de elementos tradicionales de la gestión urbana con un enfoque evaluativo de gestión pública y social.
From some elements that characterize an elite capture mechanism mentioned in literature, this article compares five resource appropriation strategies carried out by certain players from the participative Municipal Planning System (MPS) from Colombia's third largest municipality between 1998 and 2008. By using mixed methods and a utilization-focused evaluation design, the MPS players and their partnerships were approached by which their availing of informational asymmetries restricted participation and biased the use of resources. The research identified as the basic cause of the capture the disarticulation of the MPS into three subsystems: the community, instances of local participation, and the Planning Department. The article also describes the series of institutional adjustments carried out between 2012 and 2015 (monitoring, e-voting) seeking to minimize capture possibilities. Estratégias de apropriação e desvio de recursos no Sistema Municipal de Planejamento de Santiago de CaliA partir de alguns elementos que caracterizam o mecanismo de captura de elite mencionado na literatura, este artigo compara cinco estratégias de apropriação de recursos feitas por certos atores do Sistema Municipal de Planejamento (SMP) participativo, numa cidade colombiana entre 1998 e 2008. A partir de uma abordagem de avaliação com foco no uso foram abordados os atores do SMP e as parcerias, aproveitando assimetrias de informação, restringiram a participação e enviesaram o uso de recursos territoriais. A pesquisa identificou como a causa básica da captura, o desmantelamento do SMP em três subsistemas: a comunidade, as instâncias de participação local e o Departamento Municipal de Planejamento. O artigo também descreve os ajustes institucionais desenvolvidos entre 2012 e 2015 (monitoração, voto eletrônico), buscando reduzir as possibilidades de captura. Resumen:Este artículo es un estudio de caso sobre cómo un grupo de mujeres se empoderan, conforman una ONG y generan empoderamiento en su comunidad, argumentando que el empoderamiento es un proceso en el tiempo, el cual se da en tres niveles psicológico, organizacional y comunitario. El empoderamiento en las mujeres es interdependiente, emerge como producto de la acción de ellas sobre los problemas sociales y públicos de su comunidad, e impacta el desarrollo social en la medida en que se transforman los valores que tienen las mujeres sobre qué es una mujer y cómo es en su realidad. La ONGD de mujeres genera empoderamiento a partir de la Teología de la liberación basada en la eliminación de la opresión de género. Los hallazgos del estudio son un aporte a la comprensión del empoderamiento en organizaciones de mujeres que desarrollan políticas públicas sociales.
