This article examines how financialized capitalism has radically subverted the role and logic of social policy, provoking a sea change in the realm of social welfare, particularly in the global South, and breaking with previous frameworks which were grounded in principles of redistribution. In the process, new blueprints have emerged which raise concerns: re‐commodification has replaced de‐commodification; and debt, through financial inclusion, now serves as an alternative to exclusion. Drawing on the Brazilian case, the author scrutinizes the social protection paradigm that tends to prevail in the developing world in the 21st century, based on microfinance, conditional cash transfers, basic pensions and social floors. The author's assumption is that we are witnessing the collateralization of social policy: credit and debt, along with new financial devices, are becoming the cornerstones of what used to be social protection systems, so as to respond to the needs of finance‐dominated capitalism. As a result, economic insecurity is likely to increase, accentuating inequality trends and exacerbating vulnerability.
Quando Celso Furtado dedicou-se a escrever seu testemunho sobre as disputas políticas e econômicas das décadas de 1950 e 1960, caracterizou o período como uma fantasia que acabou sendo desfeita. Ele sugere, assim, que o otimismo e a esperança da época, em que a superação do subdesenvolvimento da economia brasileira parecia estar ao alcance da mão, tinham algo de ilusório, fantasioso. A ruptura brusca e violenta ocorrida em 1964, com o golpe civil-militar, desfez a fantasia, jogando luz sobre as tensões que vinham se acumulando até ali. Narrando sua partida para o exílio, Furtado (2014, p. 496) ressalta a força da desilusão: "Agora, essa fantasia estava desfeita, desmoronara como uma estrela que se estilhaça. Era como se uma enxurrada tudo houvesse arrastado".Ressalvadas as diferenças entre o período que o autor examina e o momento atual, a ideia de uma fantasia que se desfaz cai também como uma luva para descrever a brusca reversão de expectativas que se observou no Brasil sobretudo a partir de 2013 ou 2015, conforme o observador. Passou-se, em um intervalo curto de tempo, do otimismo para o desalento, do crescimento para o colapso econômico, da sensação de que os problemas estavam sendo superados para o sentimento de que não há saídas para a crise.Embora socialmente dramáticos, tais períodos de crise servem de estímulo à reflexão. Foi assim no final dos anos 1960, quando se elaborou uma série de revisões críticas das interpretações anteriores sobre a economia, a sociedade e a política brasileiras. This paper proposes to critically situate the social-developmentalist current of the last decade within the broader moment of finance-dominated accumulation regime, wherein, crucially, credit and access to financial markets have become the core motifs for the new mass-consumption market society. This structural move is, from our point of view, radically distinct from the very framework which inspired the tenets of early structuralist thought and which prevailed during the Keynesian postwar period. Today, highly segmented credit loans, private insurance, and other new financial products such as payment protection insurance have synthesized into indispensable elements for growth. In this new financialized framework, social policy has been used to underwrite a financial inclusion model that sowed the seeds of its own demise-while it enabled Brazil's transition into a society of mass consumption, it also deepened the indebtedness of households, partially transforming social insurance and welfare benefits into financial rents.

Este artigo tem por objetivo analisar alguns resultados empíricos derivados de um survey aplicado na cidade do Recife para estimar os efeitos da política de transferência de renda mais importante do governo federal, o Programa Bolsa Família, sobre a autonomia das mulheres pobres. Pretende-se analisar os efeitos do programa no ambiente familiar, nas relações de gênero e nas oportunidades de inserção ocupacional da população adulta feminina. Com base em logits, vamos estimar probabilidades distintas para mulheres beneciárias e não-beneciárias contra um conjunto importante de fatores que determinam a autonomia das mulheres. Busca-se inferir se receber o benefício do Bolsa Família, entregue às mulheres, amplia seu grau de autonomia no âmbito das relações de gênero.
