derived from the priority given to the strengthening of regional cooperation ties and regional integration in South America; the main examples are the creation of the unasur and the new drive experienced by the mercosur. This article analyses the foreign policies toward the region implemented in the light of domestic dynamics, with the focus on the reorganization of political forces, and in the light of the regional scenario, with the rise of left and left-centrist governments, as well as the economic changes in the neighbouring countries. Finally, it addresses the question of the construction of a regional identity.
Política externa para a América do Sul e polarização partidária: uma análise dos posicionamentos do PSDB e do PT, durante o governo de Lula da Silva (2003-2010) Foreign policy toward South America and parties' polarization: an analysis of PSDB and PT stances', along the government of Lula da Silva (2003-2010) LEANDRO GAVIÃO 1 Resumo: O presente artigo visa mapear os discursos e a distinção entre posicionamentos no que concerne à agenda de política externa das duas principais agremiações políticas brasileiras: o Partido da Social Democracia Brasileira (PSDB), e o Partido dos Trabalhadores (PT). Mais precisamente, examinar-se-á os argumentos de membros vinculados a ambos os partidos, no que tange às relações com os Estados sul-americanos, enfatizando as divergências ocorridas em ambiente de disputa eleitoral pela Presidência da República. O processo de politização da política externa e seus desdobramentos para as relações interamericanas são os temas centrais deste texto. Buscar-se-á compreender como e por que a diplomacia adquiriu importância eleitoral nos últimos anos e, a despeito da imprecisão quanto à possibilidade de atrair o eleitorado médio, converteu-se em assunto ubíquo em debates presidenciais e em editorais de veículos midiáticos de grande abrangência. ABSTRACT This article discusses the ambiguities of Brazil regarding the nuclear area during the administrations of Luiz Inácio Lula da Silva. To do so, the text uses the speeches of important politicians and members of government bodies to analyze the erratic positioning of Brasília in the face of the commitments made with Argentina since the Quadripartite Agreement (1991) and the founding of the Brazilian-Argentine Agency for Accounting and Control of Nuclear Materials (ABACC). Other source categories used are newspaper articles - Brazilian and international - and confidential files leaked by the non-governmental organization WikiLeaks. Finally, it is sought to evaluate the role of ABACC as an instrument to sustain the Argentinian “strategic patience” within the framework of the sensitive nuclear area.
