The KOF Globalization Index reflects the level of economic, social and political globalization and covers over 200 countries. Since 2015, this index has fallen for the first time, after stagnating between 2009-2015. This decline is mainly attributed to trade and financial flows caused by the deterioration of the general policy framework. Equally, the social component has the same downward trend. In view of these considerations, many voices call into question the process of deglobalisation or diminishing integration between the nations of the world. Equally, the Sustainable Development Goals aim at global collaboration in the three dimensions-economic, social and environmental-taking into account different national levels of development and in line with national priorities and policies. In the present study, we aimed to address the factors of sustainable development from the perspective of the deglobalization process and to identify to what extent the objectives of sustainable development will be affected, in the medium and long term, given that two of the pillars on which the sustainable development is based are directly affected.
The demand for soybeans in Europe motivates breeders, researchers, and growers to find suitable cultivars to adapt and extend the soybean crop to improper climate areas. Weed control is a crucial aspect of crop technology in organic agriculture, but particularly for soybean crops. In laboratory conditions, the cumulative stress index for seedlings was determined to identify the susceptible cultivars. A field experiment with 14 soybean accessions and 2 sowing dates was conducted under organic farming conditions over the course of three years, from 2020 to 2022. Plant population density was found to be significantly (p < 0.01 and p < 0.1) negatively correlated to the degree of resistance to low temperature as well as infestation degree with weeds (for p < 0.05 and p < 0.1), with the exception of early sowing in 2021. Yield was significantly (p < 0.05, p < 0.01, p < 0.1) correlated with plant population density, with the exception of optimal sowing in 2022. Early sowing variants emerged with vigor in the first two years, breeding lines and registered varieties showed low input, and organic agriculture systems showed low yields in the drought years of 2020 and 2022. Although early sowing even in the first two years proved to be a practice that increased the cultivars’ performance, in 2022, due to the long period of chilling stress in the field, this option had negative effects on yield due to the high weed frequency. Therefore, the early sowing strategy for the soybean crop in this particular case of non-irrigated conditions in a temperate continental area proved to be a risky practice.
Although the process of accession to the European Union supposed the fulfillment of certain conditions, called the “Coopenhagen Criteria”, although there were economic, social and cultural differences, the fact that accession was based on democratic impulses determined development to evolve differently. Differences between countries have intensified over time, being determined by the fact that not all EU countries are in the Eurozone or in the Schengen area. Romania has not been able to raise the living standards of its citizens since its accession to the European Union. Although the number of employed people has increased, one-fifth of them remain poor. This shows that the measures taken so far have not been effective or sustainable. In order to understand the effects on sustainable development that Romania could fully feel in this difficult period that the world is going through as a result of the pandemic generated by Covid-19, in this analysis we considered the global assessment of social disparities in conjunction with the particularities of the "multi-speed" European Union. Results show that Romania is struggling with a social situation inferior to the Member States, and, without concrete measures to recover and counteract, social inequality will continue to deepen.
László Rákosy: “Prin pierderea biodiversității se ajunge la colapsul ecologic al planetei.” Pasiunea domniei sale pentru fluturi a început la vârsta de 10 ani, când a avut privilegiul să vadă colecția adevărată de fluturi a profesorului său de biologie, Michael Konrad. Această pasiune l-a determinat să studieze biologia pentru a cunoaște și înțelege mai bine viața spectaculoasă a necuvântătoarelor. Acum, profesorul László Rákosy este director al Departamentului de Taxonomie și Ecologie în cadrul Facultății de Biologie și Geologie a Universității „Babeș-Bolyai” din Cluj și președintele Societății Lepidopterologice Române. Cartea sa, “Fluturii diurni din România. Cunoaştere, protecţie, conservare”, l-a fascinat deja pe Charles, Prinț de Wales, moștenitor al tronului Regatului Unit și prieten al ținutului transilvan. Prin protejarea neprețuitului Albăstrel transilvan (Pseudophilotes bavius hungarica), profesorul László Rákosy merge cu pasiune pe urmele celebrului naturalist Alexandru Borza, cel care a înființat o arie protejată, acum nouă decenii, pentru protejarea plantei unice Astragalus peterfii. Albăstrelul transilvan este un fluturaș endemic pentru habitatele cu caracter stepic din Câmpia Transilvaniei și a devenit un simbol al Transilvaniei. Deși este protejat în România, Albăstrelul transilvan este cunoscut mai mult în străinătate, fiind trecut pe lista speciilor protejate de UE. Cea mai importantă populație s-a menținut în Situl Natura 2000 de la Suatu, la 35 km nord de Cluj-Napoca, unde numeroși specialiști și iubitori ai naturii veneau anual, la sfârșit de aprilie sau început de mai, pentru a vedea și admira acest unicat al naturii. Potrivit opiniei profesorului László Rákosy, oamenilor trebuie să le pese de protejarea speciilor endemice pentru că acestea trăiesc în areale foarte restrânse, iar perturbarea mediului în care trăiesc poate duce la extincția lor din patrimoniul mondial. Din nefericire, în anul 2016, populația de Albăstrel transilvan de la Suatu a fost complet distrusă când jaleșul cârn (Salvia nutans), planta preferată a fluturelui, a fost consumată de oi, exact în perioada în care în inflorescențele plantei se găseau ouăle și larvele acestuia. Dacă autoritățile locale ar fi fost vigilente, Albăstrelul transilvan ar fi putut deveni un brand local, așa cum alte specii endemice au devenit simboluri naționale, pentru multe dintre țările lumii. Dacă un bun din patrimoniul cultural mai poate fi restaurat, reparat sau îmbunătățit, dispariția unui taxon endemic nu poate fi înlocuită sau reparată prin niciun efort. Omenirea trebuie să învețe să mențină biodiversitatea la acel nivel la care rețelele ecologice să rămână funcționale. Sub îndrumarea profesorului László Rákosy, Societatea Lepidopterologică Română, alături de alte câteva ONG-uri, s-a implicat masiv în ultimii 15 ani în procesul de conștientizare a comunităților locale cu privire la atitudinea față de natură. Susține practicarea artei compromisului, ce va permite lăsarea brâielor de vegetație spontană dintre parcele ori proprietăți, pentru polenizatori și parazitoizi. Acestea vor reduce pesticidele și vor facilita certificarea produselor ”BIO”. În acest fel, câștigurile vor fi mai mari în timp, iar biodiversitatea refăcută. Profesorul László Rákosy iubește oamenii, expedițiile în zone mai puțin cunoscute (Amazon, Africa, Asia etc), familia, cei doi câini și arta fotografiei. Relația sa cu natura este una specială, iar pandemia generată de virusul SARS-CoV-2 l-a determinat să redescopere frumusețea Munților Apuseni, a grădinii sale, a plantelor și pomilor pe care îi îngrijește. Natura poate exista fără OM, omul fără NATURĂ nu!
Radu Leontie Cenușă s-a născut la 21 iunie 1951, în localitatea Vatra Moldoviței, din Județul Suceava. În 1976 acesta a absolvit Facultatea de Silvicultură și Exploatări Forestiere de la Universitatea „Transilvania” din Brașov. Este doctor în ecologie forestieră, profesor universitar, conducător de doctorat, expert în proiecte europene, membru în comisii de specialitate, Consilii științifice și Editor șef al revistei „Bucovina Forestiera”. De-a lungul activității sale, Radu Leontie Cenușă a primit o serie de premii și distincții. Vânătorii cunoscuți din ținuturile sale natale, tatăl și bunicul au fost cei care l-au determinat pe Radu Leontie Cenușă să descopere secretele silviculturii. Apropierea de Mănăstirea Moldovița l-a inspirat în atitudini și comportamente, de-a lungul vieții sale, fiind la originea a trei piloni pe care se bazează personalitatea sa: credință, educație și muncă. Cariera științifică a fost marcată de profesorul doctor Petre Ciobanu și de doctor inginerul Radu Ichim, ambii profesori la Institutul de Silvicultură. „Un om care a făcut ceva în viață” surprinde rezistența unui personaj special, care a fost mereu un slujitor al științei pădurii și care a reușit să-și croiască propriul drum pe galeria marilor maeștri ai silviculturii românești prin inteligență, perseverență, bunătate și corectitudine. La începutul carierei sale, baza selectării și promovării personalului forestier românesc era competența profesională. Toate activitățile legate de pădure erau susținute de politici naționale consistente, acestea vizând dezvoltarea și conservarea pădurii. În prezent, silvicultura are două componente importante: pădurea și persoanele însărcinate cu gestionarea acesteia. Privatizarea haotică a pădurilor, numeroasele neconcordanțe ale cadrului legal și incoerența organizațională sunt trei dintre cele mai dăunătoare decizii care au afectat silvicultura românească. Din punctul de vedere al exploatării lemnului, ca țară ne aflăm destul de în urmă. Lipsa mijloacelor tehnice și a echipamentelor moderne și faptul că exportăm semifabricate de lemn, fără valoare adăugată, se vede în toată țara. Vor veni zile mai bune pentru silvicultura românească când se vor aplica legi și reglementări și când controlul se va face serios și cu bune intenții. Potrivit opiniei sale, în cercetarea forestieră și în învățământul silvic superior, sunt angajate forțe cu un potențial special care ar putea schimba fața actuală a silviculturii românești. În special, domeniul de cercetare al pădurilor naturale și semi-naturale poate cu o nouă perspectivă asupra cercetării silvice românești. Cu toate acestea, pentru a accede cât mai sus în cercetarea forestieră, trebuie făcute investiții substanțiale în echipamente performante, software de ultimă generație, în mobilitatea personalului și documentare. Or, birocrația excesivă încetinește dezvoltarea cercetării. Cu toate acestea, speranțele sale mari se îndreaptă spre un viitor mai bun pentru păduri, bazat pe o conștientizare publică realistă și pe profesionalism. Principala direcție strategică trebuie găsită în extinderea pădurilor, conservarea pădurilor și valorificarea superioară a lemnului, pentru a profita la maximum de ceea ce pădurile oferă societății. Pur și simplu pentru că pădurea are încă multe de oferit.
