Résumé L’article analyse la crise budgétaire de Californie en la replaçant dans le contexte plus général national, tout en soulignant les spécificités politiques de la Californie, notamment la pratique de la démocratie directe. On découvre ainsi un processus budgétaire pris en otage par une minorité de républicains conservateurs et une vie politique contrainte par les impératifs contradictoires issus des initiatives populaires depuis 1978.
Le fédéralisme américain ne cesse de se redessiner. La dévolution a renforcé l’autonomie des États fédérés dans la gestion de leurs programmes d’aide sociale et a modifié les incitations financières de l’État fédéral à l’endroit des États. De plus, la dévolution a largement étendu la couverture maladie, financée principalement par l’État fédéral, mais mise en œuvre, avec une grande marge d’action, par les États fédérés. Quelle a été la réaction de ces derniers ? Quel a été l’impact sur la protection sociale américaine ? Comment le système fédéral a-t-il su s’adapter ? L’article étudie ces questions en observant les conséquences de la dévolution au niveau de la Californie, tout en présentant une analyse plus large des tendances dans plusieurs autres États.
Cet article analyse la structure de l’emploi dans le secteur public afin de déterminer quelle est la singularité de l’État américain. Celui-ci est tout sauf un État faible ou de petite taille. Conformément à leur structure fédérale, les États-Unis exercent leur autorité publique par le biais des gouvernements d’État et des collectivités locales ( local governments ). Un des traits distinctifs de l’État américain est la concentration de l’emploi public dans trois secteurs : l’éducation, la défense et la sécurité publique. Cette structure est l’héritage de la construction de l’État américain. Ce mode de fonctionnement a entraîné un ensemble d’institutions qui dissimulent, parfois à dessein, l’autorité publique de différentes façons.
Le Partenariat transatlantique de commerce et d’investissement (TTIP en anglais), actuellement en cours de négociation entre les États-Unis et l’Union européenne, est généralement présenté comme le plus grand et le plus ambitieux accord de libre-échange régional de l’histoire du commerce international. Il se distingue particulièrement des autres accords de libre-échange parce qu’il a pour but d’établir des normes de réglementation communes au sein du marché transatlantique. Cela met ainsi sur le devant de la scène médiatique et au cœur des débats publics les valeurs et les préférences sociétales relatives notamment aux questions de sécurité alimentaire, de protection de l’environnement et de confidentialité des données. Cet article propose une analyse comparée entre les principaux intérêts et motivations des États-Unis et ceux de son partenaire, l’Union européenne. Dans un deuxième temps, ces positions officielles seront confrontées aux points de vue des différentes parties prenantes de la société civile et de la population de part et d’autre de l’Atlantique. Les conclusions partielles que l’on peut tirer de cette analyse suggèrent que le succès du TTIP repose plus sur la capacité des deux partenaires à calmer leurs divisions internes que sur leur capacité à trouver un terrain d’entente entre les deux rives de l’Atlantique.
Pour répondre aux thèses progressistes selon lesquelles le marché doit être discipliné par l’État, les conservateurs expliquent que ce sont les individus qui doivent être disciplinés par les forces du marché, la foi religieuse et la famille. Ces idées ont été construites au terme d’un processus historique. Les conservateurs se sont battus pendant des décennies pour créer un mouvement suffisamment inclusif pour exercer le pouvoir au niveau national.
