The successful implementation of contract-based nature conservation in privately-owned forests requires a framework of reasonable operational measures. Our study aimed at developing such a framework by; 1) defining forest conservation objects including structures, processes, and habitat types, 2) assessing their conservation value based on the need for, and worthiness of, protection, 3) reviewing the suitability of contract-based measures for conservation. Overall, we defined 67 conservation objects, with 8 of them used as case studies: deadwood, habitat trees, natural succession after large-scale disturbance, coppice-with-standards, bog and fen woodlands, dry sand pine forests, and beech forests. We considered contract-based conservation suitable if, within the contract period, outcomes of measures resulted in ecological upgrading or avoidance of value loss. We identified contract-based conservation suitable for 42 combinations of objects and measures. Our approach of assessing the potential of contract-based measures for forest conservation is novel with regards to its broad range of objects, defined criteria, and various contract periods. It can help to progress conservation and improve outcomes of measures, especially in privately-owned forests in Germany. Further prerequisites are sufficient financial resources, effective administration, consultancy and the mid- to long-term stability of funding programmes.
Setting operational conservation objectives is a major challenge for effective biodiversity conservation worldwide. To analyse forest conservation objectives in Germany in a transparent manner and to achieve a consistent and consensual framework, we systematically classified conservation objectives suggested in concepts by different stakeholders. We analysed 79 biodiversity and forest conservation concepts of different stakeholder groups at various scales and applied textual content analysis and Dirichlet regression to reach a high degree of transferability and applicability. Our analysis revealed a broad consensus concerning forest conservation across stakeholders and scales, albeit with slight differences in focus, but we detected a scale-related mismatch. A wide array of conservation objectives covered social, biotic and abiotic natural resources. Conservation of species, ecosystems and structural elements in forests were found to be of primary importance across stakeholders and scale levels. Shortcomings in the conservation concepts were found in addressing genetic diversity, abiotic resources and socio-cultural objectives. Our results show that problems in forest conservation may be rooted in trade-offs between aims, targeting mismatch across scale levels and insufficient implementation of objectives.
Zusammenfassung Rund 40 Prozent aller in Deutschland vorkommenden Pflanzen‐ und Tierarten (Insekten, Säugetiere, Fische, Vögel, Amphibien und Reptilien) sind gefährdet oder vom Aussterben bedroht, 3–4 Prozent gelten bereits als verschollen. Ein Vergleich mit anderen europäischen Ländern zeigt, dass die Gefährdungssituation in Deutschland auch aus internationaler Sicht sehr ernst zu nehmen ist. Um Naturschutz als Voraussetzung für eine global nachhaltige Entwicklung besser in der modernen Gesellschaft zu verankern, bedarf es (1.) eines Umdenkens und veränderten Handelns jedes Einzelnen durch Aufklärung, Kommunikation und Diskussion; (2.) einer Neuausrichtung der Politik und der vorhandenen Förderinstrumente; (3.) einer Stärkung von Biodiversitäts‐ und Naturschutzbelangen in und durch Hochschulen und Universitäten, sowie (4.) Naturschutzinvestitionen, um die Natur als Lebensgrundlage des Menschen (ökosystemische Dienstleistungen), sowie aufgrund ihres Eigenwertes zu erhalten. Naturschutz muss sich auch wirtschaftlich stärker lohnen, nicht nur für Landwirte, sondern jegliche naturschutzkonforme Landnutzung und die damit erbrachte naturschutzfachliche Leistung sollte honoriert werden. Damit die eigentlich gesetzten und klar definierten Ziele erreicht werden können, prognostiziert die Bund/Länder‐Arbeitsgemeinschaft Naturschutz, Landschaftspflege und Erholung (LANA), dass unter den derzeitigen Rahmenbedingungen in Deutschland mindestens 1,4 Mrd. Euro zusätzlich jährlich benötigt werden, was etwa 17 Euro pro Einwohner und Jahr entsprechen würde. Dieser vergleichsweise geringe Betrag würde mehr als eine Verdoppelung des in Deutschland verfügbaren Budgets zur Förderung der Biodiversität entsprechen.
High wind speed (U) is one of the most dangerous natural hazards in North America and Europe. As a result, spatially explicit, statistical estimation of extreme U is of particular relevance for many sectors. However, the most common sources of wind speed data such as reanalysis data and in situ measurements are limited for this purpose due to their coarse spatial resolution and low representativeness. Thus, the main goal was to develop a high spatial resolution (250 m × 250 m) model (GloWiSMo‐X) for monthly mapping of the maximum hourly U for a 10‐year return period (U10yr) in North America and Europe. The multistep development of GloWiSMo‐X is based on 2544 hourly U time series available from the integrated surface global hourly meteorological data set (UNCEI), U time series from ERA5 (UERA5), and mean wind speed from the Global Wind Speed Model (Utrue¯GloWiSMo). Firstly, the block maxima method was applied to estimate monthly wind speed for a 10‐year return period for both UNCEI (U10yr,NCEI) and UERA5 (U10yr,ERA5). Secondly, the least squares boosting approach was used to predict the target variable U10yr,NCEI yielding the predictions Utruê10yr. The predictor variables U10yr,ERA5, Utrue¯GloWiSMo, continent, and month were used as input. It was found that the highest monthly continental means of Utruê10yr (Utrue¯10yr) in January are 16.4 m/s in North America and 16.3 m/s in Europe. Utrue¯10yr dropped to 13.4 m/s and 12.5 m/s in August. The annual cycle of Utrue¯10yr is more pronounced in Europe than in North America. The central parts of the USA and Western Europe were identified as intracontinental regions with the highest Utrue¯10yr. GloWiSMo‐X proves to be very broadly applicable as it covers two different continents and all months. The model validation by the mean squared error (MSE) demonstrates its improved predictive power compared to ERA5.
Zusammenfassung Der land- und forstwirtschaftlichen Nutzung kommt eine Schlüsselrolle für die Erhaltung der biologischen Vielfalt zu. In diesem Zusammenhang untersuchen wir zum einen die Kennzeichen und den Status quo einer nachhaltigen Land- und Forstwirtschaft und zum anderen den Beitrag der deutschen Großschutzgebiete zur Verwirklichung einer nachhaltigen Landnutzung. Nachhaltig sind land- und forstwirtschaftliche Nutzungen, wenn sie bei der Bedarfsdeckung der heutigen Generation diejenige der kommenden Generationen nicht einschränken. Das wichtigste Kennzeichen von Nachhaltigkeit ist ein funktionierendes Managementsystem, in dem eine periodische Wirkungskontrolle und Adjustierung der Nutzung auf der Grundlage aussagekräftiger Indikatoren durchgeführt wird. Die derzeit eingeführten Indikatorensysteme sind im Hinblick auf die biologische Vielfalt noch unvollständig, weisen nicht immer Zielwerte auf und ermöglichen nur eingeschränkt Aussagen zum Zusammenwirken von Zuständen, Belastungen und Maßnahmen. Mit den Großschutzgebietskategorien in Deutschland werden unterschiedliche Ziele verfolgt. Während Nationalparke aufgrund des Ausschlusses land- und forstwirtschaftlicher Nutzung auf dem größten Teil ihrer Fläche Vorranggebiete für den Naturschutz darstellen, dienen Naturparke und Biosphärenreservate der Integration von Nutzungs- und Schutzzielen. Die Großlandschaften Deutschlands werden durch die verschiedenen Großschutzgebiete nur eingeschränkt repräsentiert. Damit Naturparke und Biosphärenreservate zukünftig verstärkt Modellräume für die Integration von Landnutzung und Naturschutz darstellen können, sollten ihr Management verbessert und eine systematischere Schutzgebietsplanung durchgeführt werden. Bei Nationalparken ist bereits deutlich erkennbar, dass sie ihre Vorrangfunktion für den Naturschutz in naher Zukunft erfüllen werden.
