<p>Este artículo aborda la problemática de la racionalidad del proceso de formulación de políticas públicas y su objetivo es esbozar lineamientos desde una perspectiva distinta de la concepción racionalista. Propone como hipótesis que el proceso de políticas públicas constituye un ensayo y error signado por una racionalidad acotada. Aunque estos conceptos provienen del debate “racionalistas/incrementalistas”, aquí se redefinen a partir de un análisis del Estado capitalista y de los límites que le impone a su capacidad de intervenir conforme a los requerimientos de la reproducción capitalista, enmarcado en la vertiente derivacionista de la teoría marxista del Estado. El artículo constituye un trabajo teórico-metodológico, apoyado en observaciones propias del marco de investigaciones empíricas sobre procesos concretos de políticas públicas.</p>
Este artículo parte de la teoría crítica del estado capitalista y, más específicamente, del denominado “debate sobre derivación del estado”, para esbozar a continuación algunas características que revestiría un análisis crítico del proceso de las políticas públicas. A diferencia de la teoría del estado, el análisis de las políticas públicas es una sub-disciplina que carece de perspectivas críticas. La intención de este artículo es revisar la relación existente entre las políticas públicas y los requerimientos de la reproducción capitalista y, a partir de esta revisión, proponer algunos elementos para una concepción del proceso de políticas públicas en términos de un proceso de ensayo y error.
El acelerado crecimiento del sector minero en Argentina en los últimos 15 años, así como en otros países de la región, estuvo acompañado por una intensa oleada de conflictos sociales. A partir de este contexto nos preguntamos por qué este crecimiento de la minería es particularmente conflictivo. La idea principal que desarrollaremos en este artículo es que, debido a las características específicas que reviste este crecimiento de la actividad, se producen dos procesos íntimamente relacionados: la transformación de la minería en una de las actividades más dinámicas de la economía argentina y un reforzamiento de la violencia de los mecanismos de despojo capitalista sobre las poblaciones de los territorios donde se instalan los proyectos mineros.
América Latina es una de las regiones del mundo con mayor abundancia de recursos naturales y en la última década ha vivido una etapa de expansión de industrias extractivas como la minería metálica, gas y petróleo. En el presente informe hacemos un análisis de los aspectos relevantes de esta nueva etapa de expansión, enfatizando los casos de Ecuador, Guatemala y el Perú.Hacemos referencia a las políticas relacionadas con las industrias extractivas que fueron implantadas en la década del 90, como parte de un proceso mayor de reforma estructural y a los conflictos que se generaron como consecuencia del crecimiento acelerado de una actividad como la minería.
