Das Hochwasserereignis vom Juli 2021 hat besonders in den betroffenen Gebieten von Rheinland‐Pfalz und Nordrhein‐Westfalen außerordentlich schwere strukturelle Schäden an der allgemeinen Bebauung und der Infrastruktur hinterlassen. Der Beitrag gibt einen Überblick über die Ergebnisse einer Schadensdokumentation, die unmittelbar nach dem Hochwasser im Ahrtal und Bad Münstereifel durchgeführt wurde. Diese setzt eine Linie von Hochwasserschadensanalysen fort, die in den letzten 20 Jahren vom Erdbebenzentrum der Bauhaus‐Universität Weimar durchgeführt wurden und in der Entwicklung eines Hochwasserschadensmodells resultierten, mit welchem derartig schwere strukturelle Schäden prognostiziert werden können. Mit der Schadensdokumentation ließen sich die vom EDAC gewonnenen Erkenntnisse über das Verhalten der verschiedenen Bauweisen unter dem Einfluss einer extremen Hochwassereinwirkung vertiefen und plausibilisieren. Die vorgefundenen Schadensbilder des Hochwassers bestätigen die Ansätze des EDAC‐Hochwasserschadensmodells und zeigen die Notwendigkeit für eine Erweiterung auf, um die Besonderheiten der Überflutungsbedingungen und des Bauwerksbestands zu berücksichtigen. Es wird die Verbindung zu weiteren Auswertungen hergestellt, indem drohnenbasierte Techniken zur schnellen Zustandserfassung der von einer Naturkatastrophe betroffenen Gebiete und des Bauwerksbestands mit dem Ziel der Generierung von realitätsgetreuen und leicht interpretierbaren Lagebildern vorgestellt werden.
Auf der Grundlage empirisch abgeleiteter Schadensgrade wird das Gebäudeverhalten von bestandsrepräsentativen Stahlbetonrahmentragwerken in gering‐, mittel‐ und hochseismischen Gebieten beurteilt und der Einfluss der untergrundspezifischen Bodenbewegung auf den prognostizierten Schadensgrad bestimmt. Die Schadensbeschreibung erfolgt elementbezogen und wird aus dem Verformungszustand (Damage State) des Querschnitts abgeleitet. In Anlehnung an die EMS‐98 werden diese Schäden als lokale Schadensgrade (LDG) definiert und nach der Konsequenz für die Tragstruktur in primäre (strukturelle) und sekundäre (nichtstrukturelle) unterschieden. Unter Vorgabe der Schadensgrade wird eine Vorgehensweise entwickelt, um Kennfunktionen mit direktem Bezug zu Entscheidungen über die Notwendigkeit einer Bauwerksertüchtigung abzuleiten. Anhand der durchgeführten Untersuchungen können normungsrelevante Beschleunigungsniveaus und zugehörige Schadensgrade bzw. Entwurfskonzepte überprüft werden. In den gering seismischen Gebieten Deutschlands ist am Maßstab der aktuellen Einwirkungsvorgaben und auch im Falle stärkerer Einwirkungen ein Versagen von Stahlbetonrahmensystemen auszuschließen und das Auftreten eines kritischen, ertüchtigungsrelevanten Schadensgrads nicht zu erwarten. Diese werden jedoch erreicht, wenn für die Standorte in deutschen Erdbebengebieten intensitätsbezogene Spitzenbodenbeschleunigungen aus aktuellen Korrelationen bzw. Ergebnisse von europäischen Forschungsprojekten (z. B. SHARE) zugrunde gelegt werden. Code based damage prognosis for R. C. frame structures in low and high seismicity region Clearly defined and empirically derived damage grades are applied to assess the building behavior of building stock representative R. C. frame structures under low, medium and high seismic action. Additionally the influence of the specific subsoil related ground acceleration on the damage prognosis is determined. The damage description is related to the individual structural element and will be derived from the damage state of the cross section based on the material behavior. With respect to the EMS‐98 different local damage grades are defined and differentiated according to the relevance for the primary (structural) and secondary (non‐structural) structural system. Thus, a method on the basis of clearly defined damage grades will be presented for the derivation of fragility functions with a direct link to decisions upon the necessity for strengthening measures. On the basis of the presented investigations code relevant results can be derived. There are no failure as well as no critical damage grade (relevant for strengthening) expected for R. C. frame structures in the low seismicity region Germany under the consideration of current code consistent seismic action. However, such damage grades might be expectable in case of intensity based peak ground accelerations according to current correlations as well as research projects (e. g. SHARE) for German earthquake regions.
The Magnitude 8.8 Maule (Chile) earthquake of February 27, 2010 -Engineering analysis of tsunami damages. The Maule (Chile) February 27, 2010 earthquake is regarded as one of the strongest earthquakes ever recorded world-wide. The seismic event triggered a tsunami which caused by several wave fronts serious damage alongside the coastal border. Event-specific characteristics from the overlay of the effects from earthquakes and following flood wave (Tsunami) were motivation to examine building damage and to document their regional distribution, in the context of a reconnaissance mission of the engineering group of the German Task Force for earthquakes. The paper provides an impression from the tsunami induced damage to the different building types under the impact of time-varying sequence of extreme natural events. First results of the studies in [1] are related to the engineering analysis of earthquake damage. Therefore it can be referred to the overview of the building stock and the predominant structural systems in Chile given there. Damage caused by the tsunami is concentrated on rural and often less resistant traditional buildings in coastal areas. The main loading and impact components induced by the tsunami are used to explain the vulnerability of building types and the efficiency of simple structural measures. As the damage cases demonstrate, debris in its general sense has contributed to the observed effects.
The main objective of the SERAMAR project has been to utilize current tools for earthquake risk assessment and to establish a unique partnership between universities, professional associations, and local governments, which might serve as a model for similar future activities in Turkey and adjacent areas. In order to reach this goal, a thorough microzonation survey program combined with vulnerability and social preparedness studies in anticipation of a damaging seismic event were conducted. The paper is focused on activities related to surveying building stock and classifying and evaluating through the use of different levels of consideration. Empirical risk scenarios and casualty estimations are carried out for different levels of consideration under scenario earthquakes similar in size to historic events. Preliminary findings of the pilot phase are reported in terms of credible building performance and casualty estimates. For empirical studies, the building vulnerabilities are expressed in terms of vulnerability classes of EMS-98.
