RESUMODiante do modelo de desenvolvimento econômico que se estabeleceu a partir da Revolução Industrial, a questão ambiental surge como um problema mundial, apresentando contradições entre o modelo econômico-industrial e a realidade socioambiental. Tal fato resultou na exigência de respostas práticas, como a criação de instrumentos legais de gestão ambiental. No contexto do Brasil, a partir da Lei Complementar 140/2011, ficou atribuída aos municípios competência legal para promover o licenciamento de atividades que possam causar impacto ambiental a nível local. Dessa forma, o presente estudo buscou identificar, em municípios da Região Metropolitana de Salvador, Bahia, Brasil, os desafios enfrentados por estes mediante aplicação da Lei Complementar. O estudo permitiu verificar que 62,0% dos municípios da Região Metropolitana de Salvador estão habilitados para licenciar, porém as dificuldades administrativas apresentadas pelos órgãos ambientais tendem a comprometer a eficácia do licenciamento como instrumento de proteção ambiental, o que favorece os riscos de degradação e exploração desordenadas dos recursos naturais.Palavras-chave: licenciamento; meio ambiente; degradação ambiental.
