Atualmente, duas coalizões lutam pela melhoria da qualidade da educação no Brasil: a Campanha Nacional pelo Direito à Educação e o Todos pela Educação. Essas duas coalizões diferenciam-se dos movimentos históricos por sua capacidade de agregar atores provenientes de instituições governamentais e não governamentais, de diversos níveis, que possuem valores e crenças comuns em uma aliança única, aproximando-se do conceito de coalizões advocatórias proposto por Sabatier e Jenkins-Smith (1993). Apesar da bandeira comum, elas possuem origens, composições, metas e formas de atuação completamente diferentes -a relação com o governo é um dos pontos que mais as diferencia. O lançamento do Plano de Desenvolvimento da Educação (PDE), com uma das medidas intitulada "Plano de Metas Compromisso Todos pela Educação", gerou questionamentos com relação à similaridade dos nomes entre um plano de governo e uma das coalizões. Neste artigo, apresentaremos as duas coalizões e a relação de ambas com o governo, utilizando o PDE como estudo de caso.
Resumo: O objetivo deste artigo é avaliar a evolução da equidade educacional no Brasil, com base no acesso dos alunos a professores qualificados (escolaridade e experiência), em 2001 e 2011. Desenvolveu-se um modelo logístico que possui como variável dependente as características dos professores e como variável independente as características dos alunos, dos estados, do tipo de rede (privada ou pública) e da localidade (rural ou urbana). As bases de dados provem do SAEB, em Português e Matemática, para o 5º e 9º anos do Ensino Fundamental. Os resultados indicam a importância do nível socioeconômico na determinação das oportunidades educacionais, a existência de três padrões de evolução no acesso a professores qualificados e a heterogeneidade entre os estados brasileiros. As conclusões apontam para três medidas centrais: a definição de padrões mínimos de recursos e processos; a adoção de políticas compensatórias e a discriminação positiva na distribuição dos recursos; e, por fim, o investimento nos professores. Resumo Este artigo tem por objetivo identificar quais são as características centrais da produção sobre diretores escolares no Brasil nas últimas três décadas. Foram analisados 40 estudos, em um universo de 691 trabalhos sobre gestão escolar, publicados no país de 1989 a 2019. As pesquisas foram elaboradas por 65 autores, provenientes de 37 instituições, majoritariamente da região Sudeste, e trataram de sete categorias centrais, sendo a seleção e formação dos diretores a que concentrou o maior número de estudos. Utilizaram, por fim, em sua maior parte, metodologia qualitativa, com foco na análise documental e na análise de discurso.
Until the mid 1990's, Sobral had alarming social indicators, which were improved due to a structure based on committees and inter-sector collaboration among governmental and non-governmental actors. Sobral Children's Program and the Four-Leaf Clover Project, examples of this structure, will be described in further detail in order to demonstrate the importance of citizen participation in defining public policies and the impact that these and other programs have had in improving social and economic indicators in the municipality of Sobral.
This article analyzes the case of school choice in the United States and its implications for the Brazilian context. This discussion is important to Brazil, given the fact that key actors are starting to advocate in favor of introducing charter schools and vouchers in the country. Evidence from countries that introduced this model can help shed some light on this debate. In this article, we will analyze the overall performance of school choice in the United States, especially charter schools, focusing on its implications on educational equity. The Brazilian educational system is highly unequal. Thus, if charter schools are not helping to enhance the overall quality and equity in the United States, it may not be a policy to be pursued in Brazil. In this scenario, focusing on the idea that school choice is the answer may divert the attention from systemic policies that can contribute to improve education such as high-quality early childhood education, increased education funding, after-school programs, and teacher professional development.
