Dans le secteur de l’eau, de grandes villes mettent fin aux délégations de service public (DSP) confiées à des opérateurs privés et optent pour le retour en régie, ce qui peut sembler surprenant au regard de la nouvelle gestion publique prônant le modèle du secteur privé. Dans un secteur de l’eau « monopole naturel » marqué par un fort aléa moral, des asymétries d’information et de nombreuses incertitudes, la DSP soulève encore de sérieux problèmes de gouvernance tant sur le plan théorique qu’empirique, malgré une réglementation toujours plus contraignante. La recherche-intervention menée durant trois ans dans une nouvelle régie a contribué à la mise en place d’outils de pilotage. Les multiples données collectées (documents, entretiens, observations participantes, etc.) permettent d’analyser les micro-changements dans la gouvernance. Les choix opérés contribuent à développer une gouvernance multilatérale et hybride. Le statut « régie personnalisée » favorise une autonomie contrôlée et une représentation plurielle incluant les citoyens-usagers. Les relations de proximité entre la régie et l’autorité organisatrice facilitent un plus fort partage de valeurs, d'informations et de connaissances. La négociation de la convention d’objectifs aboutit à un mix de contrôle, confiance et réciprocité. Cet enchevêtrement relationnel complexe, équilibre délicat entre hiérarchie, échange et coopération, permet in fine une gouvernance plus effective.
